SUBJECT:

Resolution approving a Jurisdictional Transfer Agreement for:

1. River Street (IL. Route 31) between New York Street and Gale Street,

2. New York Street between Lake Street (IL Route 31) and River Street and

3. Gale Street between Lake Street (IL Route 31) and River Street.

 

 

PURPOSE:

To obtain Council approval of a Jurisdictional Transfer Agreement of IL Route 31 (River Street), including New York Street and Gale Street between IL Route 31 (Lake Street and River Street) for the purpose of the two way conversion of Lake Street and River Street .

 

BACKGROUND:

As part of the ongoing effort of the City to convert existing one way streets to two way streets, Council previously awarded the construction contract of the two way conversion of Lake Street and River Street between Gale Street and New York Street to be a two way street. This project required a jurisdictional transfer of River Street from IDOT to the City.

 

DISCUSSION:

Staff has been working closely with IDOT to obtain concept and design approval of Lake Street and River Street two way conversion. The current plan for Lake Street shows two southbound lanes and one northbound lane with left turn bays at the intersections. River Street will include one lane in each direction with left turn lanes at each major intersection. A green bike trail is proposed to go on the east side of the street that will close the Fox River Trail gap. River Street will also be facilitated with abundant on-street parking both parallel and angled, angled parking is established between Cross Street and Benton Street. City has been seeking to get the jurisdictional transfer of River Street to be able to bring improvements as mentioned above.

Details of the Street undergoing the jurisdictional transfer are as follows:

 

1. IL. 31 (River Street), from south edge of pavement of Gale Street to the south edge of pavement of New York Street. [Route- FAU 3902 Alt. 2.61, approx. Length is 2,986 Feet (0.5655 Miles)]

 

2. IL. 31 (New York Street) from the east edge of pavement of Illinois Route 31 (Lake Street) to the east edge of pavement of River Street. [Route - FAU 3902 Alt. 2.61, approx. Length is 415 Feet (0.0785 Miles)]

 

3. IL. 31 (Gale Street) from East edge of pavement of Illinois Route 31 (Lake Street) to the west edge of pavement of River Street. [Route - FAU 3902 Alt. 2.61, approx. Length is 532 Feet (0.1007 Miles)]

 

 

 

IMPACT STATEMENT:

Upon approval of the resolution, River Street (including New York and Gale Street between IL.31 (Lake & River Street) will become a City Street and will become the full financial maintenance responsibility of the City.  

 

 

RECOMMENDATIONS:

Staff recommends approval of the Local Agency State Agreement for Jurisdictional Transfer of IL. 31 (River Street) including New York Street and Gale Street (between IL. 31 (Lake & River Street))."

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the City desires to see Lake Street and River Street converted from one way to two way operations

 

WHEREAS, the Local Agency State Agreement for Jurisdictional Transfer is required to be executed in order to make improvements on River Street as desired

 

WHEREAS, the Local Agency State Agreement for Jurisdictional transfer documents are attached for River Street, New York Street and Gale Street.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: Resolution approving to execute Local Agency State Agreement for Jurisdictional Transfer of River Street (IL Route 31) (between New York Street and Gale Street), New York Street (between Lake Street and River Street) and Gale Street (between Lake Street and River Street)."
