SUBJECT:

A Building, Zoning, and Economic Development Committee Resolution Approving a Final Plan Revision to Gripple Subdivision, Lot 1, located at 1611 and 1621 Emily Lane, for a Business and Professional, Office (2400) Use and a Warehouse, Distribution and Storage Services (3300) Use  (Gripple, Inc. - 19-0959 / AU01/2-18.231-Fsd/Fpn/R - SB - Ward 1)  

 

PURPOSE:

The Petitioner, Gripple, Inc., is requesting approval of a Final Plan Revision for the property located at 1611 and 1621, to allow for the existing business to construct an approximately twenty-three thousand, two hundred (23,200) square foot building addition on the adjacent vacant lot.  

 

BACKGROUND:

The Subject Property is zoned PDD, Planned Development District.  It is located in the Farnsworth International development district.  The property located at 1611 Emily Lane maintains the existing building that is approximately fifteen thousand, three hundred (15,300) square feet, and which is currently being occupied by the Petitioner.  The property located at 1621 Emily Lane is vacant, and is approximately 1.4 acres.  Additional information on the legislative history of the property can be found in the attached Property Research Sheet. 

 

The Petitioner is requesting approval of a Final Plan Revision for a Business and Professional, Office (2400) use and a Warehouse, Distribution, and Storage Services (3300) use.  Details of the request include the construction of an additional building that will be approximately twenty-three thousand, two hundred (23,200) square feet, increasing the building’s footprint to approximately thirty-eight thousand, six hundred (38,600) square feet.  There will be eighty-seven (87) parking spaces.  The building will be twenty-nine (29) feet tall, and the addition will be built from precast concrete, which will be consistent with the existing building material and style.

 

Concurrently with this proposal, the Petitioner is requesting approval of a Final Plat Revision for the subject property to consolidate the two separate lots into Lot 1 of the Gripple Subdivision.  The newly established lot will be approximately 2.75 acres. 

 

DISCUSSION:

Staff has reviewed the Final Plan Revision petition and have sent comments back to the Petitioner, based on those submittals.  The Petitioner has made the requested revisions to these documents and they now meet the applicable codes and ordinances, with the exceptions of the items reflected in the conditions listed in the Staff Recommendation below. 

 

POLICIES AND GUIDELINES:

The Staff’s Evaluation and Recommendation are based on the following Physical Development Policies:

 

41.1 (1):                     To promote attractive, well-maintained industrial and office-research areas

                                          through landscaping and site design.

41.1 (2):                     To promote a balanced distribution of industries within the City.

51.1 (3):                     To actively promote and pursue the retention of businesses and industries

                                          presently located within the city of Aurora.  

 

RECOMMENDATIONS:

Staff would recommend CONDITIONAL APPROVAL of the Building, Zoning, and Economic Development Committee Resolution Approving a Final Plan Revision to Gripple Subdivision, Lot 1, located at 1611 and 1621 Emily Lane, for a Business and Professional, Office (2400) Use and a Warehouse, Distribution and Storage Services (3300) Use, with the following conditions:

 

1) That all of the review comments per the Engineering Department be addressed prior to approval of the Final Engineering Plans.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, by petition dated October 15, 2019, Gripple, Inc., filed with the City of Aurora a petition Requesting Approval of a Final Plan Revision for Lot 1 of Gripple Subdivision, located at 1621 and 1611 Emily Lane, for a Business and Professional, Office (2400) Use and a Warehouse, Distribution and Storage Services (3300) Use and related required documents as attached hereto as Exhibits "A-1" through Exhibit “A-3”; and

 

WHEREAS, after referral of said petition from the Aurora City Council, the Aurora Planning Commission, on November 6, 2019, reviewed the petition and recommended CONDITIONAL APPROVAL of said petition; and

 

WHEREAS, on November 13, 2019, the Building, Zoning and Economic Development Committee of the Aurora City Council reviewed said Final Plan and the before mentioned recommendations and recommended CONDITIONAL APPROVAL of said petition; and

 

WHEREAS, the decision of the Building, Zoning and Economic Development  Committee with respect to a final plan is subject to appeal to the City Council in the manner set forth in the City of Aurora Zoning Ordinance; and

 

WHEREAS, no person authorized under City of Aurora Zoning Ordinance to appeal such decision having done so in the manner set forth in the Ordinance, the Decision of the Building, Zoning and Economic Development  Committee constitutes final action on the proposed final plan; and 

 

NOW, THEREFORE, BE IT RESOLVED that the Building, Zoning, and Economic Development Committee of the City of Aurora, Illinois, finds as facts all of the preamble recitals of this Resolution and hereby grants CONDITIONAL APPROVAL of said Final Plan with the following conditions:

 

1) That all of the review comments per the Engineering Department be addressed prior to approval of the Final Engineering Plans.

 

BE IT FURTHER RESOLVED that the Building, Zoning and Economic Development  Committee of the City of Aurora hereby adopts the Final Plan and related required documents, as attached hereto as Exhibit "A-1" Final Plan, Exhibit “A-2” Landscape Plan, and Exhibit “A-3” Building and Signage Elevations, along with any easement dedications or vacations deemed necessary by the Aurora City Engineer.
