A Resolution Authorizing a Professional Service Contract with Schoppe Design Associates, Inc. for planning consulting services for the Route 59 Corridor Comprehensive Plan Update. (Schoppe Design Associates, Inc. - 18-0050 / KDWK-17.169-COMP - AM - WARD 10)
PURPOSE:
The Consultant, Schoppe Design Associates, Inc., is requesting approval of a Professional Service Contract with Schoppe Design Associates, Inc. for Design Engineering for a Comprehensive Plan update for the Route 59 Corridor. The details of the proposal include the preparation of the Comprehensive Plan Update for a fee of $55,000 plus reimbursable expenses and travel for said services.
BACKGROUND:
The proximity of the study area to both the Route 59 and Station Boulevard multi-modal transportation corridors provides unique opportunities to expand and maximize successful development to take advantage of the forward-thinking vision for this region of the City characterized by multi-modal transportation and transit oriented developments. The area is located at east of Commons Drive, west of Route 59, north of Montgomery Road and south of the Burlington Northern railroad tracks Given the changing nature of commercial buying habits, coupled with the advancement of multi-modal transportation initiatives in the Route 59 corridor, a re-evaluation of the land uses and related elements of the corridor study area is timely and merited.
DISCUSSION:
The proposed professional services contract would facilitate a comprehensive understanding of the land uses, the market trends, and ultimately the creation of the comprehensive plan update. Schoppe Design Associates, Inc. will provide current and substantiated information necessary to develop this region. Schoppe Design Associates has been part of the ongoing long range planning in the corridor, starting with the Station Boulevard TOD at the north end of the subject area. They provide unique knowledge and background of the area which will allow for the project to be expedited with lower city expenditures.

Timeline for Plan: 6 months

Task 1: Existing Land Use and Development (City)
Task 2: Current Zoning (City)
Task 3: Previous and Current Plans, Studies & Reports (City and SDA)
Task 4: Market Analysis (Housing Trends, LLC - contracted separately with City)
Task 5: Preparation of Existing Conditions Report (SDA)
Task 6: Present Findings of Phase I - Existing Conditions Report (City and SDA)
Phase II - Preparation of Sub-Area Plan (SDA)
Task 1: Evaluation Existing Conditions and Gather Stakeholder Input
Task 2: Prepare Draft Sub Area Land Use Plan
Task 3: Steering Committee Workshop
Task 4: Revise Draft Plan
Task 5: Planning Commission Recommendation
Task 6: City Council Approval
Task 7: Deliver Final Documents
IMPACT STATEMENT:
Staff would anticipate that this project will increase the City’s overall tax base, by facilitating investment and development, which will offset any incidental Department or staffing impacts.
RECOMMENDATIONS:
Staff would recommends APPROVAL of the Resolution Authorizing a Professional Service Contract with Schoppe Design Associates, Inc. for planning consulting services for the Route 59 Corridor Comprehensive Plan Update.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora seeks to engage a professional Schoppe Design, Inc. firm to assist with the Comprehensive Plan Update; and
WHEREAS, Schoppe Design Associates, Inc. has submitted a proposal in the amount of $55,000 plus reimbursable expenses and travel for said services, included herein as Exhibit “A”; and
WHEREAS, this item shall be funded from Account 101-1840-463.32-99 PROFESSIONAL FEES / OTHER respectively in the total of $55,000 plus reimbursable expenses and travel; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: as follows: that the City Council of the City of Aurora, Illinois does hereby authorize the execution of the professional service contract with Schoppe Design Associates, Inc. in substantially the form as attached hereto, subject to revision and approval by the Law Department.
