A resolution to award the N. Elmwood Drive & Pleasure Court Water Main Replacement & Storm Sewer Extension project located in Wards 4 & 6 to Patnick Construction, Inc., 9760 Franklin Park Avenue, #504, Franklin Park, Illinois 60131 in the bid amount of one million, eight hundred seventy-one thousand, seven hundred eighty-nine dollars and zero cents ($1,871,789.00).
PURPOSE:
To replace the 6" and 8" water main along the Pleasure Court loop and on N. Elmwood Drive from Pleasure Court north to Colorado Avenue. The Elmwood Drive water main has broken several times very recently and the Pleasure Court has a longer history of breaks.
BACKGROUND:
The location of this water main to be replaced can be seen in the attached Exhibit A - Location Map. These two sections of 6" and 8" water main were planned to be replaced in 2020 but due to several breaks on the Elmwood water main, the project time was accelerated with a start date now in February 2020. Closures of entrances to the businesses and residences will be kept to a minimum during construction.
There is currently very limited drainage infrastructure on the entire Pleasure Court loop. This project will add 16 drainage structures and 1,110 feet of storm sewer to improve the drainage conditions.
DISCUSSION:
Nine bids were received, opened, and read aloud on February 2, 2020. The bid tabulation can be seen in the attached Exhibit C. The lowest responsible bid in the amount of $1,871,789.00 was submitted by Patnick Construction, Inc. The water main improvements ($1,596,789.00) will be funded with account 510-4058-511-73-02 (IC076) which has a 2020 budget amount of $5,700,000.00. The storm sewer improvements ($275,000.00) will be funded with account 280-1852-512-81-23 (B037) which has a 2020 budget amount of $593,000.00. Also included as Exhibits B & D are the advertisement for bid and Patnick Construction, Inc.'s submitted bid.
This project was subject to the Local Preference Ordinance, however no local contractors submitted.
IMPACT STATEMENT:
There will be lane closures of N. Elmwood Drive and Pleasure Court during the duration of the project. Water shutdowns during the project will be planned and coordinated with the local businesses and residences to minimize impact. Impacts to traffic and local residents will be kept to a minimum.
RECOMMENDATIONS:
I request the proposed resolution awarding the contract to Patnick Construction, Inc. in the amount of one million, eight hundred seventy-one thousand, seven hundred eighty-nine dollars and zero cents ($1,871,789.00) be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the water main replacement will address water main along N. Elmwood Drive and Pleasure Court which have a recent history of breaks;
WHEREAS, Patnick Construction, Inc., submitted the lowest responsible bid out of 9 bids received, opened and read aloud on February 2, 2020;
WHEREAS, the water main improvements ($1,596,789.00) have been funded in the 2020 budget within account 510-4058-511.73-02 (IC076) ($5,700,00.00, IC076);
WHEREAS, the storm sewer improvements ($275,000.00) have been funded in the 2020 budget within account 280-1852-512.81-23 ($593,000.00, IC076).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute a contract with Patnick Construction, Inc., 9760 Franklin Park Avenue, #504, Franklin Park, Illinois 60131 in the amount of one million, eight hundred seventy-one thousand, seven hundred eighty-nine dollars and zero cents ($1,871,789.00).
