SUBJECT:
A resolution to award the 2025 Manhole Rehabilitation to National Power Rodding Corp. (NPR) in the bid amount of $391,272.
PURPOSE:
Rehabilitation of sanitary and storm manholes located within the City’s Overlay Program.
BACKGROUND:
The locations of the manhole rehabilitation can be seen in the attached Exhibit A - Location Map. Closures of entrances to the businesses and residences will be kept to a minimum during construction.
DISCUSSION:
The proposed improvements have been publicly advertised and bid in conformance with City procedures. Five conforming bids were received, opened on March 12, 2025. The low bidder, NPR has successfully completed similar projects for the City in the past. The bid tabulation, NPR’s bid, and the bid documents are attached as exhibits B, C and D.
The manhole rehabilitation improvements will be funded with account 510-4063-511-73-14 (IB018) which has a 2025 budget amount of $2,500,000.
This project was subject to the Local Preference Ordinance, however no local contractors submitted.
IMPACT STATEMENT:
Traffic will be detoured to adjacent blocks, but the increase in traffic on the adjacent neighboring blocks will be temporary and negligible.
RECOMMENDATIONS:
I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, (the manhole rehabilitation improvements will address inflow/infiltration and structural issues; and
WHEREAS, NPR submitted the lowest responsible bid out of 5 bids received, opened on March 12, 2025; and
WHEREAS, the manhole rehabilitation improvements ($391,272) have been funded in the 2025 budget within account 510-4063-511-73-14 ($2,500,000, IB018)
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the Director of Purchasing to execute a contract with National Power Rodding Corp. in the amount of $391,272 for the 2025 Manhole Rehabilitation.
