A request to approve the purchase of bulk loads of unleaded and diesel fuels from Petroleum Traders Corporation.
PURPOSE:
To correct the bulk fuel provider for 2020.
BACKGROUND:
The City of Aurora has participated in the Kane County, IL solicitation for the purchase of gasoline and diesel products for the past twenty years. In October 2019, Kane County, IL accepted bids from six different vendors and on November 13, 2019, per Resolution 19-393, awarded the purchase contract for bulk loads (7,000-10,000 Gallons) of unleaded and diesel fuels to Mansfield Oil Company of Gainesville, GA.
Based on Kane County, IL Resolution 19-393, the City Council of Aurora, per Resolution R19-406, authorized the purchase of bulk fuel from Mansfield Oil Company for it's motorized fleet.
It was not until February 4, 2020 that the Assistant Superintendent of Fleet and Facilities Maintenance of the City of Aurora was made aware that due to a bid tabulation error made by Kane County staff, that the original contract award for the supply of bulk unleaded and diesel fuels to Mansfield Oil Company had been rescinded. The contract was then correctly awarded to Petroleum Traders Corporation of Fort Wayne, IN by Kane County, IL per Resolution 19-418(attached), dated November 26, 2019.
DISCUSSION:
Given the revocation of the Kane County contract award to Mansfield Oil Company and the subsequent contract award to Petroleum Traders, I am requesting authority to procure bulk loads of unleaded and diesel fuels from Petroleum Traders Corporation of Fort Wayne, IN.
The original contract award to Blu Petroleum of Mundelein, IL, for smaller wagon loads (200 - 5,000 Gallons) of unleaded and diesel fuels was accurate and will remain in effect.
The contract term is December 1, 2019 to November 30, 2020 with two renewal options.
$883,600.00 is budgeted in account 120-4431-418.62-40 for the purchase of bulk loads of unleaded and diesel fuels in 2020.

That the City Council adopts a resolution authorizing the purchase of bulk unleaded and diesel fuels from Petroleum Traders Corporation of Fort Wayne, IN for the City of Aurora fleet per Kane County, IL Resolution 19-418.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora participates in the Kane County, IL solicitation for the purchase of unleaded and diesel fuel products, and
WHEREAS, Kane County, IL awarded the contract for the purchase of bulk unleaded and diesel fuels to Mansfield Oil Company of Gainesville, GA per Resolution 19-393, and
WHERAS, due to a clerical error, the Kane County, IL board rescinded the contract award to Mansfield Oil Company and awarded the contract for the purchase of bulk unleaded and diesel fuels to Petroleum Traders of Fort Wayne, IN, per Kane County Resolution 19-418, and
WHEREAS, $883,000.00 is budgeted in account 120-4431-418.62-40 for the purchase of bulk unleaded and diesel fuels in 2020, and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: The approval of Petroleum Traders Corporation for the purchase of bulk loads of unleaded and diesel fuels for the City of Aurora in an amount not to exceed $883,000.00.
