Approval of the purchase of two Mobile Evaluation and Triage (MET) Thermal Cameras from Scientel Solutions, Aurora, IL at a total cost of $30,100.
PURPOSE:
In order to improve the safety of staff and visitors to the City Hall And the Development Services facility (DSC), staff recommends the purchase of two MET Thermal Camera systems from Scientel.
BACKGROUND:
As a part of opening City facilities to the public increased safety protocols are needed. Presently, the City is using a receptionist system with a handheld thermometer that must be placed within two feet of the entering individual. The MET cameras will provide for a more accurate and safer screening process that is also more efficient.
DISCUSSION:
As a part of opening up any operation in the COVID 19 environment, all business are using a variety of protocols to ensure the safety of both their employees and their customers/visitors. As a public facility, the City Hall and DSC receives hundreds of customers and on due dates this number can get very large. In order to provide the safest environment possible staff is recommending the purchase of two MET thermal cameras at these sites. The IT department and Aurora Fire Department reviewed various models and the IT department has negotiated a discounted price with a local provider, Scientel Solutions.
The total cost of these two units is $30,100. Funding for this purchase will be provided by two sources. The first source is up to $20,000 from the City's Wellness fund that is provided directly from our health insurance network provider, Cigna. These funds are normally used for wellness fairs or other events, which have been cancelled for 2020. This is a "use it or lose it" funding source each year. The remaining funds will be paid from the City's Health Insurance Fund, Account 602-0000-410.45-99 Other Charges. A budget transfer from the main health claims account 602-0000-410.28-01 will be made for the remaining $10,100.
IMPACT STATEMENT:
This purchase will improve the safety of all employees and visitors at the City Hall and DSC facilities.
RECOMMENDATIONS:
That the City Council ratify this purchase of two MET Thermal Camera systems.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the COVID 19 Pandemic has required the City of Aurora to increase health safety measures throughout City operations and
WHEREAS, the opening up of the City Hall and the Development Services facilities will create in person interaction on a daily basis between staff and visitors
WHEREAS, City Staff has researched available options for improving the safety of all staff and visitors)
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: That the Director of Purchasing is authorized to purchase two MET Thermal cameras from Scientel Solutions of Aurora at a not to exceed price of $30,100.
