SUBJECT:

A resolution authorizing the purchase of one Zoll X series Cardiac Monitor/Defibrillator and accessories in the amount of $31,570.98 from Zoll Medical Corporation of Chelmsford, MA, to provide Engine 4 with advanced life support capabilities from Zoll Medical Corporation of Chelmsford, MA.

 

PURPOSE:

The fire department provides Advanced Life Support (ALS) services to the citizens and visitors to Aurora with ambulances and ALS equipped fire engines for the City of Aurora. The department currently uses Zoll X series cardiac monitor/defibrillators in all ALS-equipped vehicles.

 

BACKGROUND:

The department intends to increase the number of ALS engine companies to provide enhanced service to the citizens of Aurora. The purchasing would be through the Silver Cross Purchasing Cooperative which has been used for prior purchases .Through the use of the Silver Cross Purchasing agreement we will receive a 28% savings off of list price. The Agreement was reviewed and extended for an additional two years dated September 28, 2018.

 

DISCUSSION:

AFD has standardized on the Zoll cardiac monitors for following reasons: While all products offer CPR feedback, the Zoll CPR feedback is integrated with the pads that are put on the patient rather than an additional piece of equipment. This will improve the quality of CPR for every cardiac arrest patient. The Zoll monitor offers a smaller footprint overall than the Physio Control monitor or Philips Monitor. Most importantly, the Zoll monitor integrates with our patient care reporting software saving time and returning the ambulance to service faster.

 

Cardiac monitors were an approved 5-year decision package beginning with the 2018 budget, in order to make one additional fire engine equipped with advanced life support capabilities each year. Funds are available in the SHAPE fund account #255-3033-422.65-27 in the amount of $32,000.00. The base price for the monitor has actually decreased slightly from the prior year's purchase. Last year's and this year's price quotes are both attached to demonstrate this. In addition to the customized quotes for last year and this year, a full listing of items covered by the Silver Cross coop is attached, with the items being purchased circled in red. This has allowed the fire department to include more cardiac monitor batteries and an additional charger/battery conditioner for the same cost as the previous year. The extra batteries and conditioner will help ensure the readiness of our cardiac monitors in the future.

 

IMPACT STATEMENT:

Increasing the number of ALS engine companies allows for faster access to advance life support care service and decreased response time to EMS calls in the city of Aurora. This can affect the outcome for a patient during an acute emergency.

 

RECOMMENDATIONS:

That the city council authorize the purchase of one Zoll X series cardiac monitor/defibrillator and accessories for the Aurora Fire Department from Zoll Medical Corporation of Chelmsford, MA in the amount of $31,570.98.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the Aurora Fire Department wishes to increase the number of advanced life support engine companies to enhance the service provided to the citizens of Aurora; and

 

WHEREAS, Zoll cardiac monitors are available through the Silver Cross Purchasing Cooperative; and

 

WHEREAS, funds are available the 2020 budget SHAPE fund account #255-3033-422.65-27 for this purchase in the amount of $32,000.00; and

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the purchase of one Zoll X series cardiac monitor/defibrillator and accessories through the Silver Cross Purchasing Cooperative in the amount of $31,570.98 for the Aurora Fire Department is hereby authorized.
