SUBJECT:
Requesting approval for cooling modifications to the 911 Center Room, C304 and the Electrical Room, C208 at the Aurora Police Department Headquarters.
 
PURPOSE:
The modifications of the HVAC will provide improved climate control for the 911 Center.  The cooling for the electrical room will provide improved conditions and extend the life cycle for the equipment and batteries that maintains critical surveillance equipment.
 
BACKGROUND:
During warmer temperatures, in the late fall through the early spring the climate control in these rooms are increased with heat from the building system.  Manual control of the air dampers along with fans is the method to cool these areas to a comfortable level.  Kluber Architects & Engineering was hired in June with a Professional Services Contract to investigate, engineer and design a solution.  The drawings and bid specifications were published with a Request for Proposal on September 21, 2014, a Mandatory Pre-Bid Meeting on October 1, 2014 with a Public Bid Opening on October 15, 2014.  Thirteen (13) companies picked up plans and bid specifications.  Nine (9) returned qualified bids.  The bids ranged from low at $165,600.00 to high of $202,000.00.  The low bidder was Amber Mechanical Contractors, Inc of Alsip, Illinois.  Kluber preformed a Bid Qualification and Scope Review on October 17, 2014 and has found Amber Mechanical Contractors, Inc is qualified to perform the work.
 
DISCUSSION:
During investigation for the engineering of a solution for the issue it was best determined the following scope of work.  1. Modification of the existing air handling unit from chilled water cooling coil to Dx cooling coil. 2. Modification to the existing air handling unit control sequences and building automation graphics. 3. The addition of split system computer room air conditioning unit. 4. Removal and addition of associated electrical connections. 5. Roofing modifications as required for new roof safety railing surrounding the four new condensers and cooling equipment located on the roof. Amber Mechanical Contractors, Inc have no outstanding debt with the city.  Funds for this purchase are budgeted in the 2015 budget in account number 215-1710-417.38-05
 
IMPACT STATEMENT:
This project is designed for construction to continue normal operations for the 911 Center and the Electrical Room during the modification.  The project will commence in January 2015 and will take forty (40) days and the equipment has a four to six (4-6) week lead time. All equipment is Trane which is the existing equipment and Trane will perform an interface for the building automation upon completion.
 
RECOMMENDATIONS:

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, cooling modifications are needed to the 911 Center, Room C304 and the Electrical Room, C208 at the Aurora Police Department Headquarters.
 
WHEREAS, the modifications of the HVAC will provide improved climate control for the 911 Center.  The cooling for the electrical room will provide improved conditions and extend the life cycle for the equipment and batteries that maintains critical surveillance equipment, and
 
WHEREAS, through a Request for Proposals Amber Mechanical Contractors, Inc of Alsip, Illinois were found to be the lowest and qualified responsible bidder
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: to approve the lowest and qualified bid for HVAC modifications to the 911 Center and Electrical Room at the Aurora Police Department Headquarters to Amber Mechanical Contractors, Inc of Alsip, Illinois in the amount of $165,600.00 and to authorize the City of Aurora Purchasing Director to execute all required documentation for the purchase from 2015 budgeted account number 215-1710-417.38-05
