SUBJECT:

A resolution to award the 77 S. Broadway Ave. Parking Structure & 65 Water St. Demolition Project to Performance Construction & Engineering, LLC, 217 W. John Street, Plano, IL 60545 located in Ward 2.

 

PURPOSE:

To demolish the structurally unsafe parking structure at 77 S. Broadway Avenue, demolish the structure at 65 Water Street after the City of Aurora Building & Permits Division is relocated to 77 S. Broadway Avenue and to restore both locations to usable space.

 

BACKGROUND:

The City of Aurora acquired the 77 S. Broadway Avenue property due to the fact that the on-site parking structure was not structurally safe and the previous owner did not want to pay to have the structure demolished.  There is also a desire to demolish the building at 65 Water Street once it is vacated.  Due to the vicinity of the two properties and the need for fill at 77 S. Broadway Avenue after the parking structure is demolished, it was decided it would be economically beneficial to combine the demolition of the two structures into one project and deposit the spoils from the 65 Water Street structure demolition into the void left by the parking structure.  Also included in this contract is the conversion of 65 Water Street into a parking lot after demolition and some minor interior demolition work at 77 S. Broadway Avenue.

 

DISCUSSION:

Three bids were received, opened, and read aloud on April 2, 2018.  The bid tabulation can be seen in the attached Exhibit B.  The lowest total bid in the amount of $578,000.00 was submitted by Performance Construction & Engineering, LLC. Also included as Exhibits C & D are the advertisement for bid and Performance Construction & Engineering, LLC's submitted bid.

 

The demolition improvements in the amount of $485,000 will be funded with entire funds in account 340-4010-417-77-38 ($417,200, CIP C119) and a budget transfer is in process to provide the remaining $67,800.  The Right-of-way improvements in the amount of $38,000 will be funded using account 340-4460-431-73-91 (CIP GB97) which has a total 2018 budget amount of $1,410,100.  The remaining parking lot improvements in the amount of $55,000 will be funded using account 520-4432-437-38-05 which has a total 2018 budget amount of $121,750.

 

IMPACT STATEMENT:

The demolitions at both properties will impact the use of Water Street and the parking lots adjacent to 65 Water Street.  The module of parking south of 65 Water Street including the two parking rows and drive aisle will be closed during the project to allow the contractor to stage equipment and store materials.  The parking lot north of 65 Water Street will have short closure of approximately one week while the structure at 65 Water Street is removed.  Water Street will experience a partial northbound closure during the demolition of west face of the parking structure and a full closure during the demolition of the 65 Water Street structure.  Truck traffic has been directed to access the sites from Benton Street.

 

RECOMMENDATIONS:

I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the parking structure at 77 S. Broadway Avenue is structurally unsafe requiring demolition and the inclusion of the 65 Water Street demolition is cost beneficial; and

 

WHEREAS, Performance Construction & Engineering, LLC submitted the lowest responsible bid out of 3 bids received, opened and read aloud on April 2, 2018; and

 

WHEREAS, The demolition improvements in the amount of $485,000 will be funded using account 340-4010-417-77-38 ($417,200, CIP C119).  The Right-of-way improvements in the amount of $38,000 will be funded using account 340-4460-431-73-91 (CIP GB97).  The remaining parking lot improvements in the amount of $55,000 will be funded using account 520-4432-437-38-05.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: That the Director of Procurement is hereby authorized to execute a contract with Performance Construction & Engineering, LLC, 217 W. John Street, Plano, IL 60545 in the amount of five hundred seven-eight thousand dollars and zero cents ($578,000.00).
