SUBJECT:
An Ordinance Establishing the Innovation and Technology Advisory Commission Under Chapter 2, Article VI of the Code of Ordinances.
PURPOSE:
To create an innovation and technology advisory commission of diverse knowledgeable members with experience in various technological specialties for the purpose of researching and assessing the benefits and risks associated with emerging technologies.
BACKGROUND:
The city embraces the use of innovative ideas and technology for the purpose of advancing its internal operations, as well as its expanding and promoting its relationships and services with and for other community partners and residents.
DISCUSSION:
There is a constant flow and growth of new and emerging technology that will have an impact on the city and its residents or has the potential to benefit the city. Such technology can have an impact on all areas of life, including but not limited to healthcare, education, quality of life, climate, safety and economic development and various other factors that are important to city operations and planning. In order to prepare for, respond to, and potentially utilize all the various forms of emerging technology, extensive research and a vast array of expertise is needed to gather, review and analyze such technology.
IMPACT STATEMENT:
An innovation and technology advisory commission could serve in a capacity to collect and assess challenges, risks, benefits and detriments of emerging technological opportunities.
RECOMMENDATIONS:
Staff recommends the adoption of this ordinance for the creation of the Innovation and Technology Advisory Commission.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the use of emerging technology can advance City goals relating to quality of life, health care, education, safety, economic development; and
WHEREAS, emerging technology can also create opportunities, increase efficiency, save time and minimize waste; and
WHEREAS, at the same time, emerging technology also presents new challenges and risks of adverse impacts on the public, the City and its residents; and
WHEREAS the City should be prepared to assess and address with diligence, care, transparency and accountability; and
WHEREAS, the creation of an Innovation and Technology Advisory Commission, could benefit and serve the City and its residents by collecting and assessing the challenges, risks, benefits and detriments of emerging technologies.
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Aurora, Illinois, as follows: that Section 2-499 of Chapter 2, Article VI the City Code of Ordinances shall be adopted as set forth in Exhibit A, hereby creating the Innovation and Technology Advisory Commission.
