SUBJECT:

A resolution authorizing the Director of Purchasing to Process a Change Order to the Agreement with Insituform Technologies, USA LLC for the 2026 Sanitary Sewer CIPP Lining Contract in the amount of $85,000

 

PURPOSE:

To increase the Contract amount from the original value of $1,344,479.50 to a new Contract value of $1,429,479.50 due to adding additional sewer segments to be lined.

 

 

BACKGROUND:

This change order is necessary to increase the contract value to address additional sanitary and storm sewer segments that were brought to the City’s attention after the original scope of work was established. These segments have been identified as candidates for lining to help address infiltration and inflow (I/I) issues within the sewer system. Lining these additional segments will help reduce the potential for groundwater and stormwater entering the sanitary sewer system, improve system capacity and performance, and support the City’s ongoing efforts to reduce I/I and associated impacts on the wastewater collection system.

 

DISCUSSION:

The project was originally bid on February 25, 2026, with Insituform Technologies, USA LLC providing the low bid. The contract was then presented and approved at City Council on April 14, 2026, as resolution R26-083.  Additional funds are proposed to come from account 510-4063-511-7314 (IB018 Sanitary Sewer Evaluation & Rehabilitation) which has a budget of $3,750,000 for 2026. 

 

 

IMPACT STATEMENT:

Adopting this resolution will improve system capacity and performance and support the City’s ongoing efforts to reduce I/I and associated impacts on the wastewater collection system.

 

 

RECOMMENDATIONS:

I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, on February 25, 2026, the City of Aurora received and opened proposals submitted by four qualified contractors for the lining of the City’s sanitary sewer; and

 

WHEREAS, the contract value of $ 1,344,479.50 was awarded by City Council (R26-083) but is likely to be exceeded; and

 

WHEREAS, a change order in the amount of $85,000 is requested from account 510-4063-511-7314 (IB018) to cover the requested change order; and

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the City of Aurora's Director of Purchasing is hereby authorized to Process a Change Order to the Agreement with Insituform Technologies, USA LLC for the 2026 Sanitary Sewer CIPP Lining Contract in the amount of $85,000.
