SUBJECT:

A resolution authorizing the Director of Purchasing to enter into an agreement with Fehr Graham for the preparation of final engineering plans and specifications for improvements to the Clark Street and White Eagle Pump Stations.

 

PURPOSE:

The purpose for this work is develop plans and specifications to replace outdated equipment and infrastructure at the above referenced sanitary sewage pump stations.

 

BACKGROUND:

The Clark Street and White Eagle Pump Stations were originally constructed in 1996 and 1987 respectfully. There have been no significant upgrades to each pump station since they were originally constructed, and some of the equipment is nearing the end of its useful life. This work is needed in order to ensure that the pump stations continue to operate reliably. The consequences of failure at these pump stations include illegal sewage discharges and raw sewage backing up into homes and businesses.

 

DISCUSSION:

The Deuchler office of Fehr Graham located at 230 S. Woodlawn Avenue was involved with the original design of both pump stations. Due to Fehr Graham's extensive background with these facilities, they were deemed to be uniquely qualified to perform the needed professional services.

 

The work shall be paid for on a time and material basis with a not to exceed total of $64,000. This work is included in the 2022 budget in account 510-4063-511.73-14, CIP IB019 within the Water and Sewer Fund.

 

IMPACT STATEMENT:

This work is needed in order to protect the public's health and avoid violating state and federal laws.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, The City of Aurora owns and is responsible for the operation and maintenance of the Clark Street and White Eagle Pump Stations; and

 

WHEREAS, equipment and infrastructure at each pump station must be replaced and updated to ensure that the pump stations operate reliably; and

 

WHEREAS, Fehr Graham has extensive background with these facilities; and

 

WHEREAS, City of Aurora municipal code 2-336(a) award may be awarded with City Council approval; and

 

WHEREAS, the City's 2022 budget provides funding for this work in account 510-4063-511.73-14 (IB19); and

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: The Director of Purchasing is hereby authorized to enter into an agreement with Fehr Graham for the preparation of final engineering plans and specifications for the upgrade and replacement of equipment and infrastructure at the Clark Street and White Eagle Pump Stations in the amount not to exceed $64,000 (Sixty Four Thousand dollars).
