SUBJECT:

A Resolution to accept the quote from Watch Guard, 415 Century Parkway, Allen Texas 75013, to purchase Evidence Library 4 (EL4) software system to include two redaction licenses with technical support for the Aurora Police Department, recommended to the Finance Committee on June 27, 2017. 

 

PURPOSE:

The Aurora Police Department desires to purchase the updated version of our existing Watch Guard evidence library, to the newest (EL4) software system to include redactive licensing and technical support.

 

BACKGROUND:

The Aurora Police Department purchased the Watch Guard in car video system in 2013 for use in our patrol vehicles.  Since that time Watch Guard has significantly improved their in car video system to include a web based evidence library for video access and retention.  The EL4 software system also includes video/audio redactive software that can be used for Freedom of Information Act (FOIA) requests by redacting exempt information such as facial identity, vehicle license plates, and audio recordings.    

 

DISCUSSION:

To enhance the Aurora Police Department's current Watch Guard in car video system by providing a web based video access and retention software system to include the ability to redact exempt information for FOIA requests and other public viewing.  This system upgrade has been reviewed and approved by the Aurora Police Department's Information and Technology division. 

The funds for this purchase of the Watch Guard EL4 system with two redactive licenses and technical support would be drawn from 255-3536-421.63-09.  These funds are available through a SHAPE fund that was created for the purposes of the maintaining and upgrading the current Watch Guard in car video system used by the Aurora Police Department.  Watch Guard has no outstanding debt with the City of Aurora.

 

 

On May 23, 2017 the Aurora Police Department received a bid from Watch Guard indicating the cost of the EL4 software with two redactive licenses to include technical support in the amount of $26,660.00.  Watch Guard, 415 Century Parkway Allen Texas, 75013 is the exclusive source for the EL4 software with two redactive licenses to include technical support. Required notarized affidavit completed.

 

IMPACT STATEMENT:

The impact of having the Watch Guard EL4 system upgrade will be positive for both the Aurora Police Department and the Aurora Community.  The web based access and retention capability will enhance video retrieval, storage, and redaction of in car video/audio recordings.  The redactive capability will significantly improve the efficiency to provide timely FOIA responses to the general public, members of the media, and other requesting parties.

 

RECOMMENDATIONS:

I recommend the Finance Committee approve the purchase of the Watch Guard EL4 software system upgrade with two redactive licenses and technical support, for the Aurora Police Department.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, (the Aurora Police Department desires to purchase the Watch Guard EL4 software system to improve in car video access, retrieval, and video/audio redaction.

 

WHEREAS, the Aurora Police Department's Information and Technology division has reviewed and approved the upgrade to the EL4 software system to the current Watch Guard system used by the Aurora Police Department.

 

WHEREAS, bids were received from Watch Guard who is the exclusive source of the EL4 software system with two redactive licenses and technical support with a total cost of $26,660.00, and

 

WHEREAS the necessary funds needed to purchase the Watch Guard EL4 software system with two redactive licenses and technical support are available through a SHAPE fund that was created for maintaining and upgrading the current Watch Guard in car video system used by the Aurora Police Department.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: to approve the purchase of the Watch Guard EL4 software system with two redactive licenses and technical support from Watch Guard, 415 Century Parkway,  Allen Texas 75013, for the Aurora Police Department and does hereby further authorize the Director of Purchasing to issue the necessary funds to implement the purchase of the same.
