SUBJECT:

Requesting approval to accept the proposal from Tetra Tech to conduct Continuity of Operations Planning and Continuity of Operations Plans for the Cities of Aurora and Naperville. 

 

PURPOSE:

The purpose of this resolution is to request approval to accept the purposed project proposal to conduct Continuity of Operations Planning and Continuum of Government Planning for the Cities of Aurora and Naperville. Funding for this project will come from the Preparing Communities for Complex Coordinate Terrorist Attacks (CCTA) that was approve by both the City of Aurora and City of Naperville on 10/10/2017 (Resolution R17-317). 

 

BACKGROUND:

The City of Aurora is the fiduciary for the Preparing Communities for Complex Coordinated Terrorist Attacks (CCTA) $1,373,800 funds awarded by the grant. The City of Aurora and Naperville have entered into an Inner Governmental Agreement for the CCTA Grant on 11/28/2017 (Resolution R17-376).

 

Part of the project for the CCTA Grant is to have Continuity of Operations Plans and Continuity of Government Plans written and exercised for both cities.  A request for proposal was published with four Companies responding. The four companies are Bold Planning, Guide Post, Intergraded Solutions and Tetra Tech. Scoring was completed for each company by a scoring team of six members made up from 3 Naperville members and 3 Aurora members. All scoring was completed prior to opening the price of contract being opening. The scoring results were: Tetra Tech (372.4), Intergraded Solutions (226.2), Guide Post (109.4) and Bold Planning (224.8) Tetra Tech was selected based on their proposal, experience and pricing.  The cost of the Tetra Tech proposal is $256,397.74.  

 

DISCUSSION:

This proposal will allow the cities of Aurora and Naperville to have the most current and up to date Continuity of Operations Plans and Continuity of Government plans updated, developed and exercised. The funding for this proposal is from the Preparing Communities for Complex Coordinated Terrorist Attack Grant which was accepted on 10/10/2017 for $1,373,800.00. Account 101-3038-429.50-50 is dedicated to the CCTA grant program. The CCTA Grant covers a 3 year time period.  $535,800.00 of the $1,373,800.00 grant award was allotted for Fiscal Year 2018. 

 

 

 

IMPACT STATEMENT:

 

There will not be any cost to departments from this proposal. There will be some staff time to work with the contractor while building the departments Continuity of Operations Plans and Continuity of Government Plans. Training and exercise will need to be scheduled once the plan is written and approved.

 

RECOMMENDATIONS:

I recommend approval for the resolution to accept the proposal from Tetra Tech to provide Continuity of Operations Planning and Continuity of Government Planning for the Cities of Aurora and Naperville totaling $256.397.74

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the City of Aurora Emergency Management and the City of Naperville Emergency Management Collaboratively agreed to apply for and was awarded  the Preparing Communities for Complex Coordinated Terrorist Attacks Grant.

 

WHEREAS, the Aurora - Naperville project work plan includes Continuity of Operations Planning and Continuity of Government planning, training and exercises. 

 

WHEREAS, the combined Request For Proposal Scoring Team selected Tetra Tech as the best company to conduct Continuity of Operations Planning and Continuity of Operations planning for the Cites of Aurora and Naperville. )

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: To award the contract to Tetra Tech for their proposal to conduct Continuity of Operations Training and Continuity of Government Training for the Cites of Aurora and Naperville.
