SUBJECT:
An Ordinance amending sections 2-VI-5 of the Aurora Code of Ordinances to Codify the City’s Technical Boards and Commissions.
PURPOSE:
This new section will codify the purpose and authority of the following Technical Boards and Commissions: Building Code of Appeals, Electrical Commission, Fire Code Board of Appeals, Permanent Building and Fire Code Committee and Permanent Housing Code Committee.
BACKGROUND:
Some of the City’s technical boards are only referenced in the Code, without any further information about purpose, duties or membership.
DISCUSSION:
This amendment will codify all technical boards so the City’s ordinance will include their purposes, duties and membership information.
IMPACT STATEMENT:
This revised section will codify and describe Aurora’s Technical Boards.
RECOMMENDATIONS:
Staff respectfully recommends that this Ordinance be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City's technical boards and commissions are an integral part of the local community;
WHEREAS, the City's technical boards and commissions selflessly serve the community through the dedication of their time, talent and service;
WHEREAS, the City seeks to codify all its boards and commissions;
WHEREAS, it is necessary to codify at the Technical Boards established by the City;
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Aurora, Illinois, as follows: that Chapter 2, Article 2-VI-5 of the Code of Ordinances, shall be and hereby is amended by adding sections 2-540 (Building Code of Appeals), 2-545 (Electrical Commission), 2-550 (Fire Code Board of Appeals), 2-555 (Permanent Building and Fire Code Committee) and 2-560 (Permanent Housing Code Committee) as set forth in Exhibit A.
BE IT FURTHER ORDAINED, that Chapter 2, Sections 2-561 through 2-829 be repealed and reserved.
BE IT FURTHER ORDAINED, that in the event of a conflict regarding the composition of members and board membership of the Technical Boards contained herein Article 2-VI-5 and the provisions contained in previously adopted sections of the model codes, the terms of this Code will control.
BE IT FURTHER ORDAINED, that any prior resolutions and ordinances that are inconsistent or conflict with this resolution shall be and hereby be repealed.
