PURPOSE:
To obtain City Council approval to purchase bulk highway salt in the amount of $54.75 per ton from Cargill Incorporated Salt Division, North Olmsted, Ohio and Liquid Calcium Chloride in the estimated amount of $0.55 per gallon for the Street Maintenance Division under the State of Illinois Joint Purchasing Agreement.
BACKGROUND:
The City has, in the past years participated with the State of Illinois in the joint purchase of bulk rock salt and liquid calcium chloride. These materials are used to melt accumulated snow and ice from city streets. By participation with the State and other local governmental units, we realize a lower cost than would be possible on an individual basis.
DISCUSSION:
The City anticipates purchasing approximately 17,000 tons of bulk rock salt at the price of $54.75 per ton for the 2013 -2014 winter season. Salt is to be purchased from Cargill Incorporated Salt Division, North Olmsted Ohio.
If any unforeseen delivery problems occur, authorization is requested to purchase from alternate sources as needed due to safety implications.
Liquid Calcium Chloride, a pre-wetting solution, will also be purchased through the State of Illinois Joint Purchasing agreement. It is anticipated that 20,000 gallons will be required for this winter season at an estimated price of $0.55 per gallon.
The State is currently out for bids for Liquid Calcium Chloride for the 2013 - 2014 winter season and anticipates awarding a contract before the end of the year.
The City budget has appropriated funds in accounts 203-4460-431.65-32 and 203-4460-431.65-33
IMPACT STATEMENT:
The authorization of these purchases will insure the safety of the motoring public throughout the 2013-2014 winter season.
RECOMMENDATIONS:
That the City Council authorize the purchase of bulk highway salt in the amount of $54.75 per ton from Cargill Incorporated Salt Division, North Olmsted Ohio and Liquid Calcium Chloride in the estimated amount of $0.55 per gallon for the Street Maintenance Division under the State of Illinois Joint Purchasing Agreement.
