Resolution Authorizing the Execution of a Contract to Hire a Contractual Golf Professional for the Phillips Park and Fox Valley Golf Courses.l
PURPOSE:
To obtain City Council approval to hire a Contractual Golf Professional to assist the PGA Golf Operations Manager at city-owned golf courses for the 2014 golf season at a monthly rate of $3,500.00.
BACKGROUND:
The City owns and operates two golf courses that are open to the public 7-days a week. To reduce golf operations expenses, the City eliminated the full-time Assistant Golf Professional position in 2011. To properly manage and oversee the golf staff and day-to-day operations at both city golf courses the city has contracted a golf professional during the golf season (9 months), March through November since 2011. This operational change from a full-time city employee to a contractual employee has resulted in annual savings of approximately $50,000.00.
DISCUSSION:
A former seasonal golf employee, Casey Stanutz, was offered, subject to City Council approval, a golf professional services contract for the 2014 golf season. Mr. Stanutz has worked under my supervision in a variety capacities including the operation of food and beverage concessions since 2011. During this period of time I have observed this employee and he has fulfilled the job requirements and exceeded my expectations. I am recommending he be hired for the 2014 golf season (9 months), March through November at a monthly cost of $3,500.00. There are funds appropriated in the 2014 Golf Course budget for this expenditure in account numbers 550-4442-451.32-82 and 550-4442-451.32-82.

That the City Council authorizes the hire of Casey Stanutz for the Contractual Golf Professional services from March 1st through November 30th, 2014 at $3,500.00 per month.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City owns and operates two golf courses that are open 7-days a week; and
WHEREAS, additional management is necessary to properly oversee and staff the day-to-day operations; and
WHEREAS, the Department of Public Properties Golf Division desires to offer a golf professional services contract for the 2014 golf season from March 1, 2014 through November 30, 2014 in the amount not to exceed $31,500.00; and
WHEREAS; the 2014 city budget provides $36,000.00 respectively for contractual services in accounts 550-4442-451.32.82 and 550-4443-451.32.82 (Golf Fund).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: authorize the hire of a Contractual Golf Professional for the 2014 Golf Season in the amount not to exceed $31,500.00 for the Department of Public Properties Golf Division and does herby further authorize its Purchasing Director to issue the necessary orders to implement purchase of same.
