SUBJECT:
Resolution approving a Music Festival permit for the Two Brothers Summer Festival.
 
PURPOSE:
To approve the issuance of a Music Festival permit for the Two Brothers Summer Festival to be held on Friday, June 20th, from 7:00 p.m. to 10:30 p.m., Saturday, June 21st, from 5:00 p.m. to 10:30 p.m., and Sunday, June 22nd, from 1:00 p.m. to 5:00 p.m.
 
 
BACKGROUND:
This request is presented in accordance with Section 8-201 of the city of Aurora Code of Ordinances, which charges the City Council with the authority to grant or deny any music festival permit application submitted.
 
A special event permit was applied for an issued in March, per a recommendation by the Government Operations committee on March 25th, 2014. Due to a miscommunication between event organizers and city staff, organizers were under the assumption that the music festival was inherently approved when the Special Event permit was granted. Organizers quickly gathered the required documentation upon discovery of the ordinance requirement for City Council approval, and we are actively working with city departments involved to ensure the music festival portion of the event will comply with all minimum standards. Because of this misunderstanding, we are asking that, if approved by the Government Operations Committee on June 10, 2014, the item be forwarded to the City Council meeting on the same day as New Business. This would enable us to issue a music festival permit prior to the event.
 
DISCUSSION:
The Two Brothers Summer Festival is a weekend long event focused on charity and community. This festival is one of many of Two Brothers' philanthropic efforts, intending to bring not only food and musical entertainment to the area, but also a benefit to various charities by committing half of the event's profit to charitable donations.
 
Two Brothers first began holding a summer festival in Warrenville six (6) years ago. In 2012, the event was moved to the city of Aurora to allow for bigger name talent and greater attendance. If approved, this will be the third consecutive year Aurora has opened its doors to the festival.
 
As part of the event's live entertainment, Two Brothers is bringing performers such as Edward David Anderson, Justin Townes Earle, Kevin Presbrey & the Midwest, Kawme Bediako & Kwamekaze, the Autumn Defense, Cornmeal, Los Lobos, and Ralph's World.
 
 
RECOMMENDATIONS:
I am recommending that this resolution be referred to the Government Operations Committee for consideration at its meeting to be held on June 10, 2014, with referral to the City Council meeting on the same day.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, Two Brothers will be holding their annual Summer Fest during the weekend of June 20, 21 and 22, 2014 and has applied for a Music Festival permit in conjunction with their Summer Fest, with music being allowed from 7:00 p.m. until 10:30 p.m. on June 20th, 5:00 p.m. to 10:30 p.m. on June 21st, and 1:00 p.m. to 5:00 p.m. on June 22, 2014; and
 
WHEREAS, the organizers of this event have filed all appropriate documentation and paid all applicable fees required for the issuance of said permit; and
 
WHEREAS, in accordance with Section 8-200, it is the desire of the City Council to approve the issuance of a music festival permit for the above mentioned event.
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that a Music Festival permit be issued to Two Brothers for the Summer Festival to be Held at Two Brothers Roundhouse, for Friday, June 20, from 7:00 p.m. until 10:30 p.m., Saturday, June 21, from 5:00 p.m. to 10:30 p.m., and Sunday, June 22, 2014, from 1:00 p.m. to 5:00 p.m.
