PURPOSE:
This Resolution will authorize the Agreement to Utilize Federal Funds, Approve the Engineering Agreement and Appropriate Motor Fuel Tax (MFT) funds for the Sheffer Road Bridge Project.
 
BACKGROUND:
Sheffer Road Bridge is located just east of Farnsworth Avenue over Indian Creek.  The existing bridge constructed in 1933 is a narrow concrete slab with severe concrete deterioration.  According to the inspection report, the bridge has a sufficiency rating of 35 out of 100 and the deck geometry is appraised as intolerable - high priority for replacement.  We plan to construct a new 2 lane bridge with shoulders, guardrail and improved approach pavement.
 
DISCUSSION:
The City has secured Federal Bridge Funds to cover 80% of the project costs. The Local Agency Agreement with the Illinois Department of Transportation (IDOT) and the Engineering Agreement for Federal Participation are required to be executed by the Mayor and City Clerk.
 
Phase I Preliminary Engineering which includes surveying, geotechnical work, traffic studies, design alternatives, permitting and the preparation of the Bridge Condition Report (BCR) and the Preliminary Bridge Design (PDR).  This phase has been completed by Wills Burke Kelsey Associates (WBK) and the city has been reimbursed 80% of the costs.
 
Phase II Preliminary Engineering will include the preparation of the required detailed plans and specifications that will be used for project bidding and construction. The project timeline was to complete Phase 1 Engineering in 2013, Phase II Engineering in 2015 and construction in 2016. The project is currently on schedule.
 
The attached Local Agency Agreement for Federal Participation - BLR 05310 (Exhibit 'A') defines the Division of Cost for Phase II Engineering utilizing Federal Funds to cover 80% of the cost with a maximum STP- Br Federal Participation Funds of $113,696 and a final City share of $28,424.
 
The attached Engineering Agreement for Federal Participation - BLR 05610 (Exhibit 'B')  from Wills Burke Kelsey Associates, Ltd., 116 West Main Street, Suite 201, St. Charles, IL 60174 in the amount of $142,118.67 will provide all Phase II Engineering Services required for the project. The City will front fund these engineering costs with Motor Fuel Tax (MFT) funds and will be reimbursed 80% of the costs or approximately $113,696.  
 
IDOT requires a Resolution to Appropriate the MFT funds prior to their expenditure for approved roadway projects.  The Resolution for Improvement - BLR 09111 (Exhibit 'C') appropriating MFT funds in the amount of $150,000 for this project is also attached.
 
IDOT has requested 5 copies of each agreement with original signatures and 2 copies of the MFT Resolution.  The 2014 CIP provides $150,000 for this item in account no. 203-4460-431.76-50 (Motor Fuel Tax Funds).
