SUBJECT:
Resolution authorizing the Aurora Police Department (APD) to modernize existing office space to a new Real-Time Crime Center (Critical Intelligence Incident Center) for an amount not to exceed $747,342.92 including contingencies.
PURPOSE:
In January 2019, the APD established a new Real-Time Crime Center (Critical Intelligence Incident Center) to leverage on a wide and expanding range of smart technologies for efficient and effective policing. In order to effectively accomplish this mission physical changes to the existing office space, enhanced workspaces and smart technologies are needed.
BACKGROUND:
The City is looking to invest in a new Real-Time Crime Center (Critical Intelligence Incident Center, hereinafter referred to as the "Center") to more effectively deploy and utilize police resources. It will also gather data that will provide greater safety to the community and the officers. Additionally, it will allow for proactive identification of issues occurring in the City for improved public safety.
The Center was developed to serve as both a hub of information within the department, and as a Real-Time Crime Center. The Center gathers, reviews and disseminates the following information within the department: Crime tips, crime trends and statistics, crime and terrorism bulletins from various federal/state/local law enforcement agencies and social media information. The Center also serves as a point of contact for outside law enforcement agencies who need to refer or pass along information about criminal activity occurring in Aurora and assists them in identifying and locating residents of Aurora who are suspects in incidents that occurred in their jurisdictions.
The Center monitors hundreds of cameras that cover various intersections throughout the City including cameras that monitor the City's key infrastructure (Water and Sewer, Fire Station 8, City Hall, APD, Develop Services Building, Downtown Parking facilities, Rivers Edge Park, Commuter Parking, Water Treatment and Storage facilities). Additionally, the Center has access to camera systems at many non-city facilities throughout the city (malls, schools, housing authority, apartment complexes, gas stations, and private residences who voluntarily allow the police access). The Center additionally has the ability to monitor police drone video, when they are being used.
The ability to live monitor these cameras has helped in directing officer's response efforts to crimes and crashes that have just occurred and/or are in progress.
Additionally, the Center hopes to integrate the ability to live view body camera footage as the body camera program rolls out, as another means to direct the response of our officers, to active incidents such as the Henry Pratt shooting and other active situations.
The Aurora Police Department feels that the modernization including the addition of the video wall will enhance the department's ability to monitor these cameras and to help guide the department's response to incidents throughout the city.
DISCUSSION:
The modernization will greatly increase the police department's abilities to tackle crime within the City in a real-time manner. Within the Center they will have the ability to monitor dozens of various cameras at once with a proprietary software product developed by a company called Cinemassive. Cinemassive provides one of kind custom made software and video wall hardware to allow users the ability to display and monitor social media, news feeds, police calls for service, officer locations, and countless other forms of media at one time. Each of those items can be re-sized and re-positioned by a simple point and click as a situation is developing and changing.
In addition to the abilities the Cinemassive video wall system will bring to the Center, the Cinemassive video wall system will allow those same features to be deployed throughout the station in the Chief's Conference Room, Investigations Briefing Room, 911 Dispatch Center, the City's Emergency Operations Center and the Police Mobile Command Post. Each of those locations would have the opportunity to view the same layout of media that the Center sees pushed out to them, or to develop their own layout from the available media and to meet the specific needs of their job assignment. The system has the capacity to add on additional video walls within the Police Department facility, so there is a long-term ability to run another video wall in the 911 Dispatch Center and/or in the City's Emergency Operations Center.
The system would be located in the City's expansive server room that is housed in the police department. This was done to keep the Cinemassive video system climate controlled, and to assist with any future expansion of the video wall portion of the system.
The project would involve the following components:
1) Construction and Raised flooring: The current office space within the police department will need various walls moved and adjusted to accomplish the modernization. A raised floor is needed to run cabling and power to and from the Cinemassive video wall system and to the new workstations and conference table. At the same time, electrical and other stubs will be run to support the facility and the various monitors and equipment. Through the City of Aurora Job Order Contracting services program, a quote was received from F.H. Paschen, S.N. Nielsen & Associates at a cost of $88,649.62 to include a 10% contingency.
This portion will be funded through account: CIP=C133; Account # 340-4010-417-7340. (Capital Improvements)
2) Fiber & Network Cabling: Cabling will be run from the CIIC room to the City's data center, in order to connect the main Cinemassive system to the Cinemassive video wall. To be completed by CTS, who has experience running cable within the Police building.
No formal quote is available at this stage as the detailed schematics regarding the Cinemassive video wall will not be available until a formal contract is approved.
To this end, providing an estimated provisional cost of $40k includes material, labor, pulling/terminating/testing/certifying etc. including a 10% contingency buffer. This amount will not be exceeded.
IT has worked extensively with CTS in the past (i.e., DSC, APD, City Hall, FS7, etc.) and has been very satisfied with past services rendered. For background, CTS has completed over 90% of the low voltage cabling throughout the City with the best price.
This portion will be funded through the Equitable Sharing - Treasury Fund, account: Account #257-3536-421-38-26. (Assets Forfeiture)
3) Workstations/conference table/chairs/ video wall. Based on the new design and to ensure the optimal use of the space, new workstations will be purchased. This includes 7 workstations, a countertop workspace with lockers, file cabinets, chairs, and a conference table.
The Cinnemassive video wall system was selected based on single source availability of their CineNet software and hardware that runs and manages the wall and provides the abilities for personnel to quickly change and modify what is displayed on the video wall and how it is displayed.
We obtained quotes from the vendors that could provide both the proprietary Cinemassive system, as well as workstations and console integration.
Constant Technologies was the overall lowest bidder at a cost $605,828.30 for the entire project.
A specific breakdown is for $517,406.60 for the Cinemassive video wall system which monies from Account #257-3536-421.63-09 are to be used.
The workstations and associated equipment priced under a GSA Contract was $88,421.70 and funding for this portion will be from account #257-3536-421.61-41 (Assets Forfeiture).
The money for this project, excluding the work being done by F.H. Paschen, is being drawn from the Department of Treasury Assets Forfeiture Account. They are authorized purchases as outlined in the July 2018 Guide to Equitable Sharing for State, Local, and Tribal Law Enforcement Agencies. (For specifics see page 15, item D of this publication.)
Therefore, the Aurora Police Department is requesting a budget amendment reducing the fund balance and increasing the following expenditure accounts:
Monies from account 257-3536-421.61-41 will be used for the purchase of office furniture, file cabinets, and other various office furnishings to make the Center accommodate staffing.
Money from 257-3536-421.63-09 will be used to purchase the Cinemassive video wall system with integrated computer functionality.
Monies from account 257-3536-421.38-26 will be used to purchase and install computer network cabling to connect information and data obtained by Center to the police department's server, so that information can be shared throughout the building to provide other personnel with constant, updated data.
As of January 31, 2021 Fund 257 had a fund balance of $1.8 million and therefore has available and eligible funding for this purpose.
And lastly, a budget amendment will be submitted for the raised flooring, electrical, construction to account 340-4010-417.73-40.

IMPACT STATEMENT:
The CIIC will allow the Aurora Police department to effectively monitor and quickly respond during important events. Technology will enhance police work efficiency, increase situation awareness and will make the city safer for all citizens.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, The Aurora Police Department established the Critical Incident Intelligence Center in January of 2019 to serve as both a hub of information within the department and as a Real-Time Crime Center; and
WHEREAS, In order to fully implement the Critical Incident Intelligence Center, the room it is currently located in needs to be modernized, and new work stations and a video wall need to be purchased and installed; and
WHEREAS, The Critical Incident Intelligence Center provides a valuable function of being a resource to all units within the Aurora Police Department, the City and in protecting its infrastructure, as they monitor cameras, social media and criminal activity that happens throughout the City; and
WHEREAS, This modernization of the Critical Incident Intelligence Center will expand the technological capabilities of the Aurora Police Department and once again demonstrate the City of Aurora's commitment to being a technology leader; and
WHEREAS, The work for the raised flooring and construction was quoted through the Aurora Job Order Contracting Services Program, the consoles are part of the General Services Administration (GSA) contract and the CineMassive and CTS is single source and per City of Aurora Code Sec. 2-335 (a)(6) Any municipal work or public improvement, when the expense thereof will exceed twenty-five thousand dollars ($25,000.00), may be undertaken or constructed by contract or agreement without advertising for bids if authorized by a vote of three-fifths ( 3/5 ) of the members of the city council then holding office; and
WHEREAS, The money for this project, excluding the portion being completed by F.H. Paschen, S.N. Neilsen & Associates, LLC, is being drawn from the Equitable Sharing -Treasury Fund #257/ Department of Treasury Assets Forfeiture Account. They are authorized purchases as outlined in the July 2018 Guide to Equitable Sharing for State, Local, and Tribal Law Enforcement Agencies. (For specifics see page 15, item D of this publication.); and

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: hereby approve the modernization of the Critical Incident Intelligence Center by F.H Paschen, S.N. Nielsen & Associates, LLC , the purchase of Cinemassive video wall system and the workstations, conference table and cabinets from Constant Technologies, and the installation of cabling by CTS and does hereby further authorize its Director of Purchasing to issue the necessary orders to implement purchase of same in the not to exceed amount of $747,342.92.
