Request to amend the 2013 Fence Improvement Program and continue to provide assistance to the Ward 2 residents that apply and meet the revised 2005 guidelines for the 2014 Ward 2 Fence Improvement Program and to Request Authority to Bid the Project..
PURPOSE:
The Second Ward Committee and Alderman Juany Garza desire to amend the 2013 Fence Improvement Program to include the revised 2005 guidelines (see attached), including without limitation, alternative installment lien agreement (see attached) and to re-implement the same program in 2014.
BACKGROUND:
During the last nine years, Alderman Garza and the 2nd Ward Committee, have continued the Fence Improvement Program. Each year, Ward 2 residents submit applications for consideration based on the guidelines. Inadvertently, last year during the request for the 2013 program, the guidelines were not included. The Ward 2 Committee along with Alderman Garza are requesting that the Fence Improvement Program be continued in 2014 with revisions to the 2005 guidelines.
DISCUSSION:
The vendor will be paid from the Ward 2 Special Programs Account 312-1350-419.50-99, in an amount not to exceed Twenty-Five Thousand Dollars ($25,000.00).

RECOMMENDATIONS:
Requests that the Resolution as shown be amended for 2013 to include the revised 2005 guidelines and the 2014 Fence Improvement Program be placed on the May 13, 2014, Finance Committee Agenda and subsequently be approved by the City Council.

A Resolution Amending the 2013 Fence Improvement Program to Include Revised 2005 Guidelines and Authorizing the Continuation of Ward 2 Fence Improvement Program for the City of Aurora and to Request Authority to Bid the Project.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, A Resolution authorizing the Second Ward Fence Improvement Program was passed on August 12, 2003, establishing a program to provide financial assistance to residents of the Second Ward who wished to remove and relocate fencing in their front yards in order to improve the appearance of their neighborhoods; and
WHEREAS, the Second Ward Committee along with Alderman Juany Garza, now desires to amend the 2013 Fence Program to include the amended 2005 guidelines, including without limitation, alternative installment lien agreement and to re-implement the same Program in 2014; and
WHEREAS, A set of revised 2005 guidelines has been written to implement the Fence Improvement Program for the Second Ward, a copy of which is attached hereto and made a part hereof; and
WHEREAS, various vendors will be contacted to provide the work for the projects with costs determined by each invoice received; and
WHEREAS, Twenty-Five Thousand ($25,000.00) has been allocated for this program in account number 312-1350-419.50-99.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: That the 2013 Fence Program is hereby amended to include revised 2005 guidelines, and it is further resolved to authorize the continuation of the Ward 2 Fence Program for the 2014 calendar year, and does hereby further authorize the Purchasing Director to issue the necessary orders and hereby authorizes payment for the same pursuant to City of Aurora purchasing requirements.
