A resolution accepting the Guaranteed Maximum Price Proposal from R.C. Wegman for construction of replacement Aurora Fire Station # 7 in the amount not to exceed $4,000,000.00.
PURPOSE:
The cost for station construction is presented by R.C. Wegman as the Guaranteed Maximum Price (GMP). The GMP for the project construction costs has been determined through the competitive public bidding process.
BACKGROUND:
A Capital Improvement Plan for the replacement of Station #7, built in 1957, was originally submitted in 2007. The plan proposed that the design and engineering phase of the project take place in one year followed by building construction during the next year. Funds were approved in the 2016 budget to move forward with the design and engineering phase of the project which has been completed. Retaining a Construction Manager to coordinate with the architect was done to assure competent oversight of the project from design to completion. R. C. Wegman of Aurora, IL. has provided the Construction Management services for various construction projects for the City of Aurora with satisfactory results.
DISCUSSION:
Construction of a new station will address the various issues of a 57 year-old building such as limited space for parking modern fire apparatus, building mortar deterioration, as well as aged plumbing, electrical systems and infrastructure. In addition, a new facility will allow for the anticipated addition of a 7th ambulance to serve the City of Aurora. The 2017 City Budget contains sufficient funds for the station project in accounts # 353-3033-422.72-35 and # 345-3033-422.72-35 for this project.
IMPACT STATEMENT:
The construction of replacement fire station 7 should not disrupt neighborhood activities in the area around the current fire station. All necessary construction methods will abide by COA requirements as to minimize the impact to surround areas. Aurora Fire Station 7 will continue to provide fire protection to COA residents throughout the project.
RECOMMENDATIONS:
Request to have the Finance Committee approval to accept the Guaranteed Maximum Price proposal for construction of replacement Fire Station 7, from R. C. Wegman of Aurora, IL in the amount not to exceed 4,000.000.00

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City of Aurora entered into a Construction Management agreement with R.C. Wegman on December 20th, 2016 with resolution number (R16-397). And pursuant to said agreement R.C. Wegman has solicited competitive public bids for the construction of replacement fire station # 7 and is proposing a Guaranteed Maximum Price for said bid package in the amount of $4,000.000.00 which is attached; and
WHEREAS, the 2017 City Budget contains sufficient funds for the station project in account #353-3033-422.72-35 and account # 345-3033-422.72-35 for this project; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: Authorization to accept the Guaranteed Maximum Price Proposal from R.C.Wegman in the amount not to exceed $4,000.000.00 for the construction of replacement Aurora Fire Station # 7 and does further authorize the Director of Procurement to issue the necessary orders to implement the same.
