Ratification to approve the payment to Abbey Paving for the Alternate 3 plus five change order items in the amount of $32,648.12
 
PURPOSE:
These additional item were necessary to complete the sidewalk project for the Aurora Transportation Center ("ATC").
 
BACKGROUND:
File number 15-00113 was the approval to award Abbey Paving the sidewalk and light base replacement at the ATC in the amount of $98,391.30.  Abbey was the low bidder for this project and during discussions it was determine to include the Alternate 3 for the court yard concrete replacement in the amount of $10,295.58.  Once construction started there were five unforeseen change orders necessary to complete the project.  These included an additional concrete section at the southwest corner to improve water drainage ($3,721.70), wire mesh to increase the longevity of the sidewalks ($3,245.00), two additional electrical bases and wiring ($5,976.04), special landfill waste hauling due to the high PH (acidic) levels in the soil tests ($8,290.00) and extra excavating due to an unknown conduit ($1,119.80).
 
DISCUSSION:
Since the change orders for this project exceed $25,000.00, City council approval is necessary to authorize payment.  A budget transfer into account 530-4433-437-3818 will be processed to cover the additional cost.  
 
There are funds available in the transit fund to cover the additional expense.
 
IMPACT STATEMENT:
There is no impact on the General Public or other City departments and divisions.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, Abbey Paving was the low bidder for the sidewalk and light base replacement at the ATC, and
 
WHEREAS, Alternate 3 plus five change orders were necessary to complete the project, and
 
WHEREAS, there are funds available in the transit fund to cover the additional expense; and
 
WHEREAS; budget transfer into account 530-4433-437-3818 will be processed to cover the additional costs
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: I request the ratification to approve the payment to Abbey Paving for the Alternate 3 plus five change order items in the amount of $32,648.12
