TO:                     Mayor Richard C. Irvin

FROM:                     Anna Payton, Animal Care & Control Director

DATE:                     November 23, 2020

SUBJECT:

Requesting approval of the contract agreement between Animal Care & Control and Oswego Animal Hospital.

PURPOSE:

Oswego Animal Hospital has provided services for Aurora Animal Care & Control since 2012.  Oswego Animal Hospital provides wellness exams and rabies vaccines for shelter animals at the shelter twice a week at no cost, as well provide veterinary services and spay/neuter services at Oswego Animal Hospital for the shelter animals as needed to ensure proper medical care for the homeless animals in Aurora.

BACKGROUND:

Aurora Animal Care & Control has worked with Oswego Animal Hospital since the original proposal was accepted by the City of Aurora in 2012.  Inquiries for providing veterinary services for Aurora Animal Care & Control were sent out to four other veterinary hospitals in the area and none responded.  We have had a good working relationship with Oswego Animal Hospital and we would like to continue this partnership with an updated contract.

DISCUSSION:

This contract will ensure veterinary services for the homeless animals in Aurora as well as provide spay/neuter services to animals prior to adoption per 225 ILCS 605/3.3(a) as well as to provide spay/neuter services for targeted spay/neuter program for Aurora resident owned pets to help reduce the pet overpopulation in Aurora.

The City annually budgets annually to account number 101-1845-440.32-40 for veterinary services and to account number 101-1845-440.32-44 for spay/neuter services.

2021--Not to exceed $65,000

2022--Not to exceed $67,000

2023--Not to exceed $69,000

2024--Not to exceed $71,000

2025--Not to exceed $73,000

IMPACT STATEMENT:

It is vital for Animal Care & Control to have a contract with a professional veterinarian in order provide quality and appropriate veterinary services for the homeless animals in Aurora.

RECOMMENDATIONS:

I request the proposed resolution and contract be approved.
