A resolution authorizing the purchase of five (5) Bullard QXT Thermal Imager bundles for the Aurora Fire Department from Dinges Fire Company, Amboy IL. In the amount not to exceed $ 37,975.00
PURPOSE:
To replace outdated and nonfunctioning existing thermal imaging cameras in frontline fire apparatus.
BACKGROUND:
Thermal imaging cameras (TIC) are a critical component of interior firefighting, the TIC allows the firefighter to locate trapped victims, identify the seat of the fire and hot spots in hidden voids.
DISCUSSION:
Currently all 12 AFD frontline fire apparatus are equipped with Bullard thermal imaging cameras, the existing cameras are several years old, some are nonfunctioning and all do not offer the benefits of newer technology. Beginning to replace these cameras will allow for safer operations on fire scenes.
The new cameras will fit the current chargers/equipment.
This project is an approved decision package for the 2018 budget year, funds are available in the SHAPE fund account # 255-3033-422.61-52
Dinges Fire Company is the authorized distributor for Bullard equipment for the City of Aurora.
IMPACT STATEMENT:
The potential exists to allow more rapid identification of victim location and fire location with technological advances in newer TIC.
RECOMMENDATIONS:
That the Aurora Fire Department be authorized to purchase five (5) Bullard QXT Thermal Imager Bundles from Dinges Fire Company in the amount not to exceed $37,975.00.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, The Aurora Fire Department wishes to replace five (5) existing Thermal Imaging Cameras that are used in firefighting operations. This project is an approved decision package for the 2018 budget year, funds are available in the SHAPE fund account # 255-3033-422.61-52; and
WHEREAS, AFD has identified the Bullard QXT TIC as the camera that provides the most beneficial functions for their use; and
WHEREAS, Dinges Fire Company is the Bullard authorized distributor for the Aurora region and has the ability to provide the cameras and service; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: The Aurora Fire Department is authorized to purchase five (5) Bullard QXT Thermal Imaging bundles from Dinges Fire Company in the amount not to exceed $37,975.00 and does hereby further authorize its Director of Purchasing to issue the necessary orders to implement purchase of same.
