Resolution to award a contract to H. Linden & Sons Sewer and Water, Inc. in the amount of $988,901.00 for the New York-Wilder-Oak Sewer Separation project in Ward 6.
PURPOSE:
To reduce the frequency and volume of overflows from the City's combined sewer system.
BACKGROUND:
The City is separating its combined sewers in certain locations according to a Combined Sewer Overflow Long-Term Control Plan, which was mandated by the Illinois Environmental Protection Agency. See Exhibit A for a project location map.
The New York-Wilder-Oak Sewer Separation was publicly advertised for bids. Exhibit B is the project advertisement. The bids were received, opened, and read aloud on April 11, 2018. The six bids are tabulated in Exhibit C. Exhibit D is a copy of the low bid from H. Linden & Sons Sewer and Water, Inc. of 722 E. South Street Unit D, Plano, IL 60545.
DISCUSSION:
The bid from H. Linden & Sons Sewer and Water, Inc. was the lowest responsible bid. Project B031 account 281-1856-512.73-09 in the LTCP Fund has a remaining balance of $5,692,855.
IMPACT STATEMENT:
Construction will cause temporary lane closures along W. New York Street and W. Galena Boulevard. Wilder Street, Spruce Street, and Oak Avenue will be closed to through traffic while the new sewers are constructed. Residents will not experience a disruption to their sanitary service during construction and work will be staged to avoid impacting Todd Early Childhood Center while the school is in session.
RECOMMENDATIONS:
Staff recommends the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the New York-Wilder-Oak Sewer Separation project will reduce the frequency and volume of overflows from the City's combined sewer system; and
WHEREAS, the proposed project has been publicly advertised and bid in conformance with City procedures; and
WHEREAS, H. Linden & Sons Sewer and Water, Inc. of 722 E. South Street Unit D, Plano, IL 60545 provided the lowest responsible bid out of six (6) bids received; and
WHEREAS, project B031 account 281-1856-512.73-09 has sufficient funds for this project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the award of a contract to H. Linden & Sons, Inc in the amount of $988,901.00 for the New York-Wilder-Oak Sewer Separation project is hereby approved, and the Director of Purchasing is hereby authorized to enter into such a contract on behalf of the City.
