SUBJECT:

A request to approve the purchase of two Bobcat Toolcats from Atlas Bobcat as a sole source in the amount of $125,212.00.

 

PURPOSE:

To assure that RT 59 Transit Center and Central Services have dependable and efficient equipment for their respective maintenance duties.

 

BACKGROUND:

Currently Aurora has four Bobcat Toolcats that are assigned to three different divisions under the Maintenance Services umbrella.  These Toolcats are the most versatile four wheeled utility machines that do not require special training to operate as a utility vehicle.  During the winter months these are the number one machine used to remove snow either with the brush assembly, snow thrower, or plow attachment and these machines spread de-icers with the salt hopper that is mounted into the dump body.  In the spring these machines are used for transporting mulch, dirt or supplies in the dump body for spring planting activities.  During the summer and fall the Toolcats are fitted with watering tanks for the watering of hanging baskets, sidewalk pots and any other garden.  In addition, to these maintenance duties, these machines can be used as fork lifts, bucket loaders and numerous other functions depending on the type of attachments.  Street Maintenance borrows these as well to drop mosquito pellets into street storm drains. 

 

The versatility of these machines also makes it a great fit for Central Services duties at the Police Headquarters.  If approved, for Central Services, there will be savings at many levels.  There will be an immediate savings of $13,000 since no front mounted snow removal attachments will be needed because there are spare attachments for the four Toolcats used in Maintenance Services' Divisions (see "toolcat front attachments").  Other savings will be the reductions in contractor snow removal services for sidewalk, walkways and ramps for the Police HQ.  In the past, the Police HQ snow contractor was called numerous times to just salt the ramp at a minimum of $400 per call out. With a new machine Aurora can now do this in house saving approximately $4,000 annually and the rental of a skid steer to load the contractor truck will no longer be required for additional savings of $4,800 annually.  Another long term savings will be that Central Services will be able to throw the piles of snow off of the deck thus reducing the weight load and adverse effects to the sheer connectors.    In the future a sweeper attachment could be purchased to sweep clean the parking deck and garage further reducing costs.

 

The standardizing of the fleet of snow removal equipment will further reduce overall cost due to familiarity of the operators since the Toolcats are interchangeable plus Equipment Technicians will be more proficient at maintenance and repairs to this equipment.   

 

DISCUSSION:

Atlas Bobcat located at 106 Beaver Street, Yorkville, IL has provided two Product Quotations using NJPA Contract #042815-CEC pricing. 

 

$32,300.00 will be transferred from account 101-4010-417.38-05 plus $21,000.00 will be transferred from account 101-4010-417.39-50 (attachment) to supplement account 101-4010-417.63-99 so that $65,160.00 is available for the purchase of Central Services Bobcat Toolcat including a spreader.

 

$60,200.00 is being transferred from account 530-4434-437.73-20 into account 530-4434-437.63-99 to fund the purchase of the Transit Center Toolcat (attachment).

 

IMPACT STATEMENT:

This purchase has no impact on other departments.

 

RECOMMENDATIONS:

I recommend that the City Council approve a resolution to purchase two Bobcat Toolcats from Atlas Bobcat from the NJPA Contract #042815-CEC for RT 59 Transit Center and Central Services the amount of $125,212.00.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, currently Aurora has four Bobcat Toolcats that are assigned to three different divisions under the Maintenance Services umbrella.  These Toolcats are the most versatile four wheeled utility machines that do not require special training to operate as a utility vehicle: and

 

WHEREAS, The versatility of these machines also makes it a great fit for Central Services duties at the Police Headquarters, and

 

WHEREAS, the RT 59 Transit Center's Toolcat needs replacement, and

 

WHEREAS, Atlas Bobcat located at 106 Beaver Street, Yorkville, IL has provided two Product Quotations using NJPA Contract #042815-CEC pricing, and

 

 

WHEREAS, Atlas Bobcat has provided Product Quotations for two Bobcat Toolcats in the amount of $125,212.00.

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Purchasing Director is hereby authorized to issue the necessary orders to implement purchase of two Bobcat Toolcats from Atlas Bobcat from the NJPA Contract #042815-CEC for RT 59 Transit Center and Central Services the amount of $125,212.00
