SUBJECT:

Requesting approval to accept the proposal, a change order to Resolution R18-152, from Tetra Tech to conduct a threat and vulnerability assessment (TVA) for identified critical infrastructure within the Cities of Aurora and Naperville as part of the ongoing Complex Coordinated Terrorist Attacks grant (CCTA).  The change order includes a scope of work amendment to conduct a Threat and Vulnerability Assessment at City of Aurora and Naperville infrastructure for the proposed amount of $75,380.00 (proposal attached).

 

PURPOSE:

To request approval to accept the project proposal from Tetra Tech to conduct a TVA for identified critical infrastructure within the Cities of Aurora and Naperville.  This proposal is a change order to Resolution R18-152 passed on June 26, 2018 (RFP 18-21).  Funding for this change order will come from the Preparing Communities for Complex Coordinated Terrorist Attacks (CCTA) that was approved by both the City of Aurora and City of Naperville on 10/10/2017 (Resolution R17-317).

 

BACKGROUND:

The City of Aurora is the fiduciary for the Preparing Communities for Complex Coordinated Terrorist Attacks (CCTA) $1,373,800 funds awarded by the grant. The City of Aurora and Naperville have entered into an Inter-Governmental Agreement for the CCTA Grant on 11/28/2017 (Resolution R17-376).

 

Tetra Tech was awarded a contract for the Continuity of Operations Plans (COOP) and Continuity of Government Plans (COG) for RFP 18-21 under Resolution R18-152 in the amount of $256,397.74

 

Listed objectives for the CCTA grant include identifying and assessing critical infrastructure within Aurora and Naperville.  This task is the responsibility of the Critical Infrastructure subcommittee, consisting of employees from both the Cities of Aurora and Naperville.  The subcommittee, through research and training, discovered a vast amount of shared information between the COOP and COG work and the scope of work needed to meet the CCTA grant objectives of the Critical Infrastructure section.  This includes information already gathered by Tetra Tech from site visits to both City Halls, Police Headquarters, Fire Administration buildings, public works facilities, along with information technology capabilities.

 

DISCUSSION:

This change order allows Tetra Tech to expand the scope of work under the current contract to perform work needed to meet CCTA grant objectives under the Critical Infrastructure section.  This provides for information sharing of work already completed, ease of communication, and a consistent standard of deliverable reports to both the Cities of Aurora and Naperville.  The ability for Tetra Tech to start the new scope of work with information already gathered will allow a greater efficiency of work; resulting in more critical infrastructure sites being assessed.  Both the Cities of Aurora and Naperville would benefit from this change order, resulting in more work per grant dollar being spent on critical infrastructure.  The proposed amount of $75,380.00 falls within, and is less than the grant budgeted amount of $96,342 for this work. 

 

The funding for this proposal is from the Preparing Communities for Complex Coordinated Terrorist Attack Grant which was accepted on 10/10/2017 in the amount of $1,373,800.00. The CCTA Grant covers a 3 year time period.  The 2019 budget for account 101-3038-429.50-50 is $891,800 and is dedicated to the CCTA Grant.  To date, $662,281.49 of the grant has been spent.

 

IMPACT STATEMENT:

There will not be any cost to departments from this proposal. There will be some staff time to work with the contractor while the assessments are completed.  A portion of the scope of work includes training a team from each city to conduct their own assessments in the future.  Each team, to be determined at a later date, will consist of individuals from multiple departments.  They will work as a team to complete future assessments at critical infrastructure in our cities.

 

RECOMMENDATIONS:

I recommend approval for the resolution to accept the change order consisting of the proposal from Tetra Tech to provide Threat and Vulnerability Assessments for the identified critical infrastructure in the Cities of Aurora and Naperville totaling $75,380.00.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the City of Aurora Emergency Management and the City of Naperville Emergency Management Collaboratively agreed to apply for and was awarded the Preparing Communities for Complex Coordinated Terrorist Attacks Grant; and

 

WHEREAS, the Aurora-Naperville project work plan includes identifying gaps and planning of critical infrastructure; and 

 

WHEREAS, $75.380.00 has been budgeted in the CCTA grant for this scope of work and is payable from account 101-3038-429.50-50; and

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: to approve the change order to Resolution R18-152, thus allowing Tetra Tech to expand its scope of work to include the proposed threat and vulnerability assessments for the critical infrastructure in the Cities of Aurora and Naperville as identified under the CCTA grant project.
