SUBJECT:

A resolution authorizing the purchase and installation of a backup emergency generator and transfer switch, as well as complete related required work for fire station 5 from Frank Marshal Electric of Aurora, IL, in the amount of $ 177,700.00.

 

PURPOSE:

To purchase and install a backup emergency generator and transfer switch, as well as complete related required work for fire station 5.

 

BACKGROUND:

In 2014, the city hired Kluber, Inc. to perform to evaluate and make recommendations for emergency stand by generators at six of the city's fire stations.  The study confirmed the need to install backup generators at five of the stations. A decision package was approved beginning in 2015 to install one backup generator each year for five years.

 

DISCUSSION:

The Aurora Fire Department is expected to be able to respond to emergency calls for service, including when power to the area has been lost due to storms or other natural or man-made disasters. The department relies on electric power to keep vehicle and equipment charged in the station, communicate with dispatch, and operate overhead doors. An emergency generator would help ensure the department is ready to respond in a timely fashion when needed. Battalion 1, Engine 5, Medic 5, and the fire investigation team are housed at fire station 5, located at 730 Hill Avenue in Aurora.

 

Kluber Inc. has generated the required bid documentation and will assist with construction management throughout this project.

A bid specification was developed and published, along with a mandatory pre-bid meeting where eight potential contractors were in attendance.  At the bid opening (19-10) on April 17, 2019, three bids were received.  Kluber, Inc. and the Aurora Fire Department evaluated the bids and recommend that we accept the bid from Frank Marshall Electric.

 

Local preference does apply to this bid, however did not make an impact in the recommendation of Frank Marshall Electric.

 

The lowest bid for the work was received from Laub Construction of Aurora, IL, in the amount of $ 121,830.00. However, Laub Construction was non-responsive in their bid since they did not supply certificates of apprenticeship to satisfy the requirements of the responsible bidder ordinance.

 

The bid submitted by Frank Marshall Electric for the project with a price of $ 177,700.00 satisfied all the requirements set by the city. This was the second lowest bid, and appears the lowest responsible bidder.

 

The total fee for Kluber, Inc., for construction documents, bidding and negotiations, and construction administration is $ 22,600.00. This brings the total cost of the project to $ 200,300.00.

 

There is a voluntary alternative in the Frank Marshall bid which could help the city realize a savings off this cost of as much as $ 42,925.00. Fire department staff, along with representatives of Kluber, Inc. and Frank Marshall Electric will evaluate the alternative generator to compare power, noise, and any other factors and determine if the alternative will suit our needs. If we determine any alternatives are viable for us, we will use those, and the price of the project will decrease.

 

The engineering services, construction management, generator and associated equipment and work has been budgeted for in account 255-3033-422.38-05 (SHAPE fund) in the amount of $ 166,000.00. Remaining funds are budgeted in the Fire Operating budget from account 101-3033-422.38-05, which has $153,300 budgeted in 2019, to make up the difference.

 

IMPACT STATEMENT:

An emergency generator at fire station 5 would help ensure that the citizens and visitors to Aurora are able to get emergency assistance in the most efficient way possible, and continue to serve the city during a power outage.

 

RECOMMENDATIONS:

That the Finance committee approve the engineering services from Kluber, Inc. in the amount of $22,600, and accept the bid from Frank Marshall Electric, for the purchase and installation of a backup emergency generator, transfer switch, and required wiring for the Aurora Fire Department station 5 at a maximum cost of $ 177,700.00, and a maximum total project cost of $ 200,300.00.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the Aurora Fire Department desires to install a backup emergency generator, transfer switch and required wiring at fire station 5; and

 

WHEREAS, Bid tabulation # 19-10, dated April 17, 2019, identified the lowest responsive bid for the purchase of an backup emergency generator, transfer switch and required wiring as Frank Marshall Electric of Aurora, IL.; and

 

WHEREAS, Frank Marshall Electric has the ability to procure and install the generator, transfer switch and required wiring for the Aurora Fire Department; and

 

WHEREAS, the 2019 City of Aurora Budget shall provide adequate funding for this item in account 255-3033-422.38-05 (SHAPE Fund) in the amount of $166,000; and

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: does hereby authorize the purchase and installation of a backup emergency generator, transfer switch and required wiring for the Aurora Fire Department and does hereby further authorize its Director of Purchasing to issue the necessary orders to implement purchase of same.
