Resolution to accept the bid of $129,370.00 from Elens & Maichin Roofing from Joliet, IL as the lowest qualified bid for replacing the roof at the Aurora Central Fire Station.
PURPOSE:
To accept the bid of $129,370.00 from Elens & Maichin Roofing from Joliet, IL as the lowest qualified bid to replace the existing roof at the Aurora Central Fire Station (75 N. Broadway St).
BACKGROUND:
The Aurora Central Fire Station was built and opened in 1980 the existing roof has been repaired in several places numerous times in past years. Based on an evaluation by the contractor that performs the spot repairs, the roof has deteriorated enough that the roof membrane warrants replacement.
DISCUSSION:
The existing roof at central fire station leaks in several areas of the building. As a result ceiling and wall covering materials have sustained damage. An inspection of the roof by a local vendor revealed numerous spots that are leaking which has resulted in water migrating into several areas of the station. These leaks may damage the station structure, furnishings and equipment if left unrepaired. A specification for roof replacement was developed and COA purchasing assisted the AFD with receiving bids for the roof replacement (see bid tabulation 14-16 attached).
I have reviewed the bid from Elens & Maichin Roofing and Sheet metal, Inc for completeness, I have reviewed the Illinois Department of Labor website without finding any negative information and I have received very positive feedback from all 3 of the references listed. I feel their bid is responsive, complete and recommend that we accept their bid for the Central Fire station roof project.
Funds are available in the 2014 SHAPE fund account # 255-3033-422.38-05 for this purchase.
IMPACT STATEMENT:
This project should have no adverse impacts on the public or other agencies.
RECOMMENDATIONS:
That the Finance Committee approve and accept the bid of $129,370.00 from Elens & Maichin Roofing from Joliet, IL as the lowest qualified bid for the replacement of the roof at the Aurora Central Fire Station.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, The City of Aurora requested and received bids for this roof replacement project; and
WHEREAS, Elens & Maichin roofing of Joliet Illinois, submitted a competitive bid and were determined to be the lowest qualified bidder; and
WHEREAS, the 2014 budget provides $130,000 in the Shape Fund account 255-3033-422.38-05.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: does hereby accept the proposal from Elens & Maichin Roofing of Joliet, Illinois, in the amount totaling $129,370.00 for the replacement of the roof of the Aurora Central Fire Station at 75 N Broadway St and does hereby further authorize its Purchasing Director to issue the necessary orders to implement purchase of same.
