SUBJECT:

A resolution to award the Randall Road and Greenview Drive Sidewalk Project to the low bidder, Geneva Construction Company and to Appropriate Motor Fuel Tax Funds (Ward 1 and Ward 5). 

 

PURPOSE:

To award Randall Road and Greenview Drive Sidewalk Project to the low bidder, Geneva Construction Company and the appropriation of Motor Fuel Taxes (MFT) by IDOT Resolution.

 

BACKGROUND:

In an on-going effort to improve accessibility and safety for pedestrians and school children, the City Engineering staff had applied for Safe Routes to School (SRTS) federal funding for Randall Road and Greenview Drive sidewalk project. The project was awarded the funds with the federal share not to exceed $50,097.00 for both Construction and Construction Engineering. The proposed sidewalk fills a gap in the existing system and provides access to West Aurora High School, Freeman Elementary School and Hermes Elementary School respectively.

 

The proposed work consists of constructing a 5 foot wide PCC sidewalk on the west side of Randall Road (Galena Boulevard to Garfield Avenue) and Greenview Drive (Hankes Avenue to Sheffer Road).

 

A resolution was passed on August 8, 2017 approving Local Agency Agreement and Phase 3 Construction Engineering Agreement (R17-247 - Resolution attached) 

 

DISCUSSION:

Bids were opened and publicly read on March 14, 2018. The City received seven bids and the low bidder was Geneva Construction Company at $106,052.60. Bid tabs are provided for your use. The Engineer's estimate for this project is $122,120.00.

 

The approved resolution R17-247 indicates funds for City share of the project. Due to local letting of the project, IDOT indicated that the City will have to front fund both Construction (C = $106,052.60) and Construction Engineering (CE = $10,000.00) cost. Approximate total cost of. C&CE = $ 116,100.00. IDOT will reimburse the Fed share ($50,097.00) to the City at a later date during or after construction is completed.

 

IDOT requires a Resolution to Appropriate the MFT funds prior to their expenditure for approved projects. The Resolution for Improvement - BLR 09110 appropriating MFT funds in the amount of $50,000.00 is attached.

 

The FY 2018 City Budget provides funding by way of the following accounts:

 

GB119 Bike & Ped Enhancements                                              340 4460 431 73 91   $66,100.00

GB133 Randall Road and Greenview Sidewalk Project   203 4460 431 38 60   $50,000.00

RECOMMENDATIONS:

Staff recommends approval of award to the low bidder Geneva Construction Company and Appropriate Motor Fuel Tax funds to the sidewalk project.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, City desires to fill the sidewalk gap on both Randall Road (between Garfield Drive and Galena Boulevard) and Greenview Drive (between Sheffer Road to Hankes Avenue).

 

WHEREAS, seven bids were received through the open bid process and the lowest qualified bid was from Geneva Construction Company in the amount of $106,052.60. Bid tabulation attached.

 

WHEREAS, the City has approved the Local Agency Agreement and Phase 3 Construction Engineering for the project on August 8, 2017 - Resolution R17-247.

 

WHEREAS, City has to front fund both Construction and Construction Engineering cost in the amount of $116,100.00 and the federal share ($50,097.00) will be reimbursed at a later date thru IDOT processing by IDOT.

 

WHEREAS, there is a need to appropriate Motor Fuel Tax funds for this project in the amount of $50,000.00, a copy of which resolution is attached for approval.

 

WHEREAS, the City of Aurora FY 2018 Budget provides funds by way of the following accounts:

 

GB119 Bike & Ped Enhancements                                            340 4460 431 73 91  $66,100.00

GB133 Randall Road and Greenview Sidewalk Project 203 4460 431 38 60  $50,000.00

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: Awards the Randall Road and Greenview Drive project construction to the low bidder, Geneva Construction Company for the unit prices shown within the bid as set forth in the Bid Tabulation exhibits attached and to authorize the appropriation of Motor Fuel Tax funds for the sidewalk project

 

BE IT FURTHER RESOLVED that the Mayor is hereby authorized to sign any other such documents related to advancement and completion of said project.
