Requesting authorization for the Mayor to enter into a Program Funding Agreement with Illinois Department of Commerce and Economic Opportunity (DCEO) in the amount of $100,000.00 for eligible uses in connection with the Illinois Recycling Grants Program (IRGP) for Aurora, Illinois.
PURPOSE:
The Illinois Recycling Grants Program was a competitive grant submission for Illinois communities to enhance or increase efforts towards recycling. Aurora's sustainable goals are to be increasing the recycling efforts in the community. As the individual efforts for recycling increase, the current bins do not hold the capacity for some households, in addition the current bins do not have lids which increases the litter debris in the neighborhoods. This grant will allow the purchase of recycling totes to serve areas in the Aurora community.
BACKGROUND:
Aurora submitted for this grant from concerns arising from neighborhood group meetings towards the need for larger bins and preferably with lids. The city waste hauler, Republic Services of Aurora attended neighborhood meetings with the Mayor's Office and Property Standards, to field complaints and to discuss viable options for recycling bins that would be acceptable for pick up. The 65 gallon tote with a lid is the most optimal container towards meeting the desired needs for increasing recycling and decreasing neighborhood litter debris.
DISCUSSION:
As with other grants the revenue for income and expenditure is not accounted for in the current fiscal year budget until received. A budget amendment will be prepared to accept the revenue in account 208-1727-334.10-44. The expenditures will be made from account number 208-1727-424.65.42 The Illinois Department of Commerce and Economic Opportunity is grant number 14-442011
IMPACT STATEMENT:
The grant accounting will be performed by the Assistant Director of Finance for Accounting and Financial Reporting. The Department of Neighborhood Standards will work in conjunction with the staff of the Mayor's Office towards the grant administration under the sanitation contract with Republic Services of Aurora.
RECOMMENDATIONS:
I recommend the proposed resolution be adopted and the Mayor executes the funding agreement for Illinois Recycling Grant Program from the Illinois Department of Commerce and Economic Opportunity in the amount of $100,000.00.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the Illinois Recycling Grant Program allows for Aurora to address needs towards increased recycling while reducing litter debris in neighborhoods, and
WHEREAS, the program will allow for the purchase of recycling totes through the current sanitation vendor Republic Services of Aurora, and
WHEREAS, the authorization allows for the agreement to be ratified, confirms and approves all documents to be executed for the Grant and the Agreement, including those acts taken prior to the date hereof; and
WHEREAS, the revenue for income and expenditures will be from the following established accounts: Revenue Grant: 208-1727-334.10-44 and Expenditures: Supplies Recycling Bins: 208-1727-424.65-42. The funds will be accounted for with a FY2014 Budget Amendment
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: authorization for the Mayor to enter into a Program Funding Agreement with Illinois Department of Commerce and Economic Opportunity (DCEO) in the amount of $100,000.00 for eligible uses in connection with the Illinois Recycling Grants Program (IRGP) for Aurora, Illinois.
