Resolution accepting an agreement between the City of Aurora and Aurora University for the Use of Police Radio Equipment.
PURPOSE:
The City is willing to allow Aurora University, specifically Aurora University Police Department, and its personnel to use the Radio Equipment if in order to promote mutual cooperation in connection with the provision of police and other public safety services on the University Campus and the surrounding areas.
BACKGROUND:
Aurora University is located within the boundaries of the City and the City and Aurora University Police Department have worked together when incidents occur on campus or in the surrounding areas. The use of a police radio would further the mission of promoting mutual cooperation and assistance between the two departments.
DISCUSSION:
The City currently owns and maintains several radio systems and accessory equipment, including, without limitations, Harris P7300 portable radios with two batteries and AC/charging dock (“Radio Equipment”); The Aurora Police Department has agreed to loan one radio to the Aurora University Police Department.
IMPACT STATEMENT:
The use of the radio by the Aurora University Police Department will promote communication between the two departments in an efficient manner. One radio would be provided to Aurora University pursuant to the agreement.
RECOMMENDATIONS:
The Aurora Police Department requests the proposed resolution and agreement be approved.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, Article VII, Section 10 of the Illinois Constitution of 1970 authorized units of local government to associate among themselves to exercise, combine or transfer any power or function, in any manner not prohibited by law or ordinance; and
WHEREAS, the Aurora University and the City wish to promote continued mutual cooperation in connection with the provision of police and other public safety services on the University campus and surrounding areas; and
WHEREAS, the City currently owns and maintains several radio systems and accessory equipment, including, without limitations, Harris P7300 portable radios with two batteries and AC/charging dock (“Radio Equipment”); and
WHEREAS, Aurora University and its personnel desires to use the Radio Equipment when performing official functions within the city limits;
WHEREAS, it is in the mutual best interests of the City and Aurora University to enter into this Agreement.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the attached agreement between the City of Aurora and Aurora University for the use of police radio equipment is approved.
