Requesting approval of the lowest and most qualified bid for the demolition of 14 S. Blackhawk also known as the old West High School.  Ward 6/Saville
 
PURPOSE:
Currently this city owned building is under contract with Valor Technologies, Inc for the removal of the required Asbestos Containing Materials (ACM). Asbestos abatement is on-going and the contractor, Valor Technologies, Incorporated, expects to complete the work no later than January 15, 2015.  Upon completion of the ACM removal, the building will be completely demolished, the hard surfaces and fencing will be removed and the entire parcel will be restored to grass.
 
BACKGROUND:
The City of Aurora owns the former West Aurora High School property located at 14 S. Blackhawk Street.  The structure is approximately 30,000 square feet in size and was previously utilized as a school building. The original building was constructed in 1905, with additions built in 1938 and 1950, respectively. The 1905 wing consists of three stories and a basement which houses the boiler room. The 1938 wing consists of two stories, and houses the gymnasium and lower lever locker rooms. The 1950 wing is one story and consists of the music rooms. The flooring varies throughout the wings, consisting of concrete, wood, floor tile, linoleum, terrazzo, and carpet. The interior walls and ceilings vary throughout the wings, consisting of plaster, drywall, concrete, cinderblock, and acoustical ceiling tile. The exterior walls are brick. The building's integrity has been compromised by both the removal of metal piping and other appurtenances for resale.  Additionally, several large holes in the roof have allowed water, snow and ice to impact the interior condition of the building.
 
Plans and specifications were prepared for bidding the general demolition and site restoration.  A Notice to Bidders was advertised in the Beacon News newspaper on Sunday, November 9, 2014.  A mandatory pre-bid walk-thru was held on Tuesday, November 18, 2014 and a total of 17 contractors picked up plans and attended the meeting.  A total of seven (7) bids were submitted and opened on Monday, December 1, 2014.  Bids ranged from a low $656,485.93 to a high of $1,554,516.00. The apparent low bidder is Alpine Demolition Services, LLC, 3515 Stern Avenue, St. Charles, IL 60174.  Their bid of $656,485.93 was made accepting all project conditions.  Alpine Demolition Services, LLC is a signatory contractor to IUOE Local 150 and the local has provided a proof of compliance letter for the apprenticeship training program required by the Illinois Procurement Code.  Reference checks for Alpine all came back with positive information indicating that the contractor had met their contractual obligations regarding demolition work of a similar size and scale.
 
DISCUSSION:
This demolition will eliminate a large commercial blighted vacant building that is structurally unsafe.  The City of Aurora has worked collaboratively with School District 129 for the removal of two art murals.  The city will continue to work with the school district and the demolition contractor for the removal of agreed upon artifacts for the school district.
 
Account number 215-1710-417.71-01 (Cost of Land) has the necessary funds which are being transferred to Account number 215-1710-417.36-25 (Demolition) This is a 2015 budgeted item.
 
IMPACT STATEMENT:
The final disconnects for water and service will have a minor impact to individual lanes of traffic.  Heavy truck traffic will be in the neighborhood during the demolition.  The water and sewer disconnects will be completed after the winter snow season.  Site restoration of the turf during the growing period will be maintained by Central Services.  The grass cutting service is under consideration while landscape maintenance city wide is under current review.
 
RECOMMENDATIONS:
Based upon the low bid, reference checks and compliance with procurement requirements, I request the proposed resolution of a contract with Alpine Demolition Services, LLC, St. Charles, IL, in the bid amount of $656,485.93 for the Demolition and Site Restoration of the Old West High School, 14 S. Blackhawk Street be adopted

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, this demolition will eliminate a large commercial blighted vacant building that is structurally unsafe, and

Blackhawk Street, Aurora, Illinois from Alpine Demolition Services, LLC of St. Charles, Illinois in the amount of $656,485.93 and the Purchasing Director for the City of Aurora is authorized to execute all orders from account number 215-1710-417-36.25 from the 2015 budget.
