Resolution Authorizing the Replacement of the Upper Roof Structure Of the Scitech Building Located at 18 West Benton Street from Tremco/Weatherproofing Technologies, Incorporated, Beachwood, Ohio in the Amount of $199,947.95 through the GSA Procurement Contract #GS-07-8798C.
body
PURPOSE:
To obtain the City Council's approval of a resolution accepting the proposal from Tremco/Weatherproofing Technologies, Beachwood, Ohio, in the amount totaling $199,947.95 for the replacement of the upper roof structure of the SciTech Building located at 18 W. Benton St.

BACKGROUND:
Recognizing the need for a new roof at this building, the City Council approved a decision package as part of the 2013 budget for this project. During periods of heavy rain, the upper roof structure leaks, as do the connected sloping mansards and drainage valleys at the perimeter of the roof. It is our opinion that leaks in the mansards and valleys are caused by compromises and flow coming from the upper roof structure.

The building was once the location of the Aurora Post Office and is a significant element in the historic and architectural structure of the downtown.

DISCUSSION:
The roof structure has been carefully reviewed Tremco/Weatherproofing Technologies through the use of infrared testing and best construction practices to develop roof replacement specifications that establish the framework for an excellent new roofing system.

The scope of work involves removal of the existing roofing, insulation and flashing. The new roof structure will include a new deck, new insulation that is current and code compliant, a new asphalt modified roof system, flashing, edge transitions as well as a new roof hatch.

The roof will carry a fifteen (15) year warranty.

During the development of the specifications, it was decided to upgrade the insulation component of the roof to afford better protection for the building which resulted in an increase of $25,000 for the overall project cost. Several expenditures have already been made from the project account for testing and analysis

It is proposed that The Cooperative Purchasing Network (TCPN), a cooperative purchasing program under legislative authority of the state of Texas, with authority to participate under 5ILCS 220/3, Section 3, of the Illinois Compiled Statutes, be utilized to replace this roof. The contract was competitively bid by TCPN (www.tcpn.org <http://www.tcpn.org>) and awarded to Weatherproofing Technologies, Inc., Beachwood, Ohio, a division of Tremco Incorporated with an office in Batavia. They have in turn subcontracted the actual roof replacement to Olsson Roofing Company, Aurora, Illinois.
IMPACT STATEMENT:
As part of the approved 2013 budget, $175,000 was provided in account 231-1210-417-38.05 (TIF#1 Fund - Central Business District Area). A budget transfer has been submitted to provide $28,400 from account 231-1830-465-73.99 (Improvement - Other). In order to cover the proposed total project cost.

RECOMMENDATIONS:
That the City Council adopt the attached resolution that would accept the proposal from Tremco/Weatherproofing Technologies, Inc.,  Beachwood, Ohio, in the amount totaling $199,947.95 for the replacement of the upper roof structure of the SciTech Building located at 18 W. Benton St.
