A Resolution authorizing the Director of Purchasing to enter into an agreement with RS&H, Inc., 10748 Deerwood Park Blvd. South, Suite 300, Jacksonville, FL 32256, in the amount of $37,470 (not to exceed $45,000) to inspect and design the necessary repairs to the west dam and canoe chute on the Fox River in downtown Aurora.
PURPOSE:
To authorize the Director of Purchasing to enter into an agreement with RS&H, Inc. in the amount of $37,470 (not to exceed $45,000) to inspect and design the necessary repairs to the west dam and canoe chute on the Fox River in downtown Aurora.
BACKGROUND:
The west dam on the Fox River in downtown Aurora was most recently inspected by an outside Consultant in September 2014 as required by the Illinois Department of Natural Resources (IDNR) and the City's dam permit. The results of that inspection were provided to the City with the recommendation that additional, comprehensive structural inspections be performed in order to identify and design the repairs necessary to keep the dam operable and remain in compliance with the IDNR permit. The recommended additional services were not performed at that time due to budget constraints and water level issues, however the City has since budgeted $45,000 in the 2020 Capital Improvement budget to do so.
As part of this year's project, the City also intends to evaluate the mechanical components of the adjacent canoe chute to determine the most cost effective method of repairing the entrance gate at the north end the chute. An operable gate is critical to ensuring proper water levels are maintained within the chute and the river nearby.
DISCUSSION:
A Request for Qualifications (RFQ) was advertised on March 1, 2020. This RFQ requested information regarding prospective design firms, their staff, and specific experience similar to the scope of services required for this project. The RFQ's original due date of March 18, 2020 was extended to March 25, 2020 to allow for electronic submittals in light of the COVID-19 pandemic. By March 25, four responses were received and distributed to the City Engineering Division's selection Committee, who evaluated each and unanimously selected RS&H, Inc. as the highest scoring firm (exhibit B).
Following a site visit with RS&H and representatives of the City's Engineering Division, a Master Services Agreement was provided to the City along with a cost estimate of $37,470 to perform the initial inspections and provide a report detailing the condition of the dam and canoe chute and recommendations for the type, urgency, and suggested sequence of repairs to both structures. If any of the smaller repairs can be completed within the $45,000 budgeted funding, we will try to complete those yet this year.
This project (A031) was budgeted in the CIP and will be paid using account number # 231-4430-418.73-99, which has a remaining balance of $125,000 for 2020.
It is the City's intention to utilize the report to be provided by RS&H to establish a repair schedule to be budgeted over the next several fiscal years.
IMPACT STATEMENT:
Impacts of the repairs to be proposed include improved water quality, ensuring visitor safety downtown, developing RiverEdge Park and adjacent areas, and accommodating and attracting more kayakers and other recreational water users.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the Request for Qualifications was advertised publicly and received either hand delivered or electronically by March 25, 2020 and
WHEREAS, four responses for Inspection and Design Services were received; and
WHEREAS, City Engineering staff reviewed the four responses; and
WHEREAS, RS&H, Inc., 10748 Deerwood Park Blvd. South, Suite 300, Jacksonville, FL 32256 was selected and provided a master service agreement (Exhibit A) and an initial cost proposal of $37,470 (not to exceed $45,000); and
WHEREAS, funding will be provided from account # 231-4430-418.73-99 which has a remaining balance of $125,000 for 2020; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: authorizing the Director of Purchasing to enter into an agreement with RS&H, Inc., 10748 Deerwood Park Blvd. South, Suite 300, Jacksonville, FL 32256, in the amount of $37,470 (not to exceed $45,000) to inspect and design the necessary repairs to the west dam and canoe chute on the Fox River in downtown Aurora.
