SUBJECT:

A Resolution to award the 2020 Storm Sewer Extensions and Replacement project to Performance Construction & Engineering, LLC, 217 W. John Street, Plano, IL 60545 in the amount of two hundred and sixty-seven thousand, seven hundred and fifty-five dollars and zero cents ($267,755.00) located in Wards 1, 5, 6, 7, & 9.

 

PURPOSE:

To extend or replace storm sewer at nine locations to address localized drainage issues at those locations. A location map is included as Exhibit A.

 

BACKGROUND:

Six of the nine locations were brought to the Engineering Division's attention by residents with drainage concerns.  Four locations will address drainage issues in public Right-of-Way.  These locations can be found at Ashton Court (Ward 9), Coach & Surrey Lane (Ward 5), Crestwood Drive (Ward 6), and Pierce Street (Ward 1). Two of the locations are a result of homeowners expressing a desire to connect a sump pump discharge and/or roof drains to the storm sewer system.  Historically, the City has extended storm sewer to the property line when requested so residents are only responsible for improvements on private property.  More specifically these locations include 280 Lakeview Drive (Ward 5) and 2975 Partridge Court (Ward 10).

 

The final three locations are related to maintenance of the existing infrastructure.  The existing 24" corrugated metal pipe culvert on Hart Road approximately 1,300' Butterfield Road (Ward 1) has deteriorated and requires replacement with reinforced concrete pipe.  The bottom of the existing metal pipe has rusted out and is no longer in place. Due to the lack of an adequate detour route, a complete road closure will not be allowed during the replacement of this culvert.

 

The existing outfall of the two stormwater management basins located between Saratoga Drive and Vaughn Circle in Ward 7 is very difficult to maintain due to the periodically submerged state and location in the middle of the basin.  This structure is often plugged by beavers and requires a boat to access.  A new outfall between the basins is proposed which will be much easier to access and harder for animals or debris to plug.

 

The final location is the outfall for the lake at the Oakhurst forest preserve also in Ward 7.  This 27" reinforced concrete pipe also has a history of clogging from debris and animal activities.  The existing pipe end does not have a flared end section and has a very steep access slope which is hazardous in wet conditions.  The proposed improvements will include installing additional pipe, a flared end section and re-grading the slope over and adjacent to the pipe.  This will provide a safer access point for maintenance and provide additional from the pipe clogging.  Exhibit B includes plans for the improvements at each location discussed above.

 

DISCUSSION:

The project is budgeted for in 2020 within accounts 280-1852-512-81-01(B010, Entire $200,000.00 budget to be utilized pending City Council approval) and 280-1852-512-81-23 (B037, $67,755.00 of $593,000.00 budget with $305,407.14 currently unencumbered for storm sewer extensions) which will cover the low bid cost of $267,755.00 as attached.  The proposed improvements have been publicly advertised and bid in conformance with City procedures.  The advertisement for bid is attached as Exhibit C.  Eight conforming bids were received, publicly opened and read aloud on June 15, 2020.  This contract is subject to the local vendor preference ordinance.  However, none of the contractors submitting bids were eligible according to the requirements listed in the ordinance. The low bidder, Performance Construction & Engineering, LLC has successfully completed similar projects for the City in the past.  The bid tabulation and Performance Construction & Engineering, LLC's bid are attached as exhibits D and E.

 

IMPACT STATEMENT:

Most of these locations will experience minor traffic impacts during construction of the improvements.  The Hart Road culvert replacement will require one way traffic during the day of replacement.  The contractor is responsible to provide flaggers that day to keep traffic moving as smoothly as possible.

 

RECOMMENDATIONS:

I request the proposed resolution awarding the contract to Performance Construction & Engineering, LLC, 217 W. John Street, Plano, IL 60545 in the amount of two hundred and sixty-seven thousand, seven hundred and fifty-five dollars and zero cents ($267,755.00) be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, these nine locations require storm sewer extensions or replacement to address localized drainage issues; and

 

WHEREAS, the proposed improvements have been publicly advertised and bid in conformance with City procedures; and

 

WHEREAS, eight conforming bids were received and read aloud on July 15, 2020 with Performance Construction & Engineering, LLC, 217 W. John Street, Plano, IL 60545 submitting the lowest responsible bid in the amount of $267,755.00; and

 

WHEREAS, the project is budgeted for in 2020 within accounts 280-1852-512-81-01 (B010, Entire budgeted $200,000.00 pending committee approval) and 280-1852-512-81-23 (B037, $67,755.00 of $593,000.00 budget for storm sewer extensions).

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: That the Director of Purchasing is hereby authorized to execute a contract with Performance Construction & Engineering, LLC, 217 W. John Street, Plano, IL 60545 in the amount of two hundred and sixty-seven thousand, seven hundred and fifty-five dollars and zero cents ($267,755.00).
