SUBJECT:
A resolution authorizing the Mayor and City Clerk to execute a not to exceed agreement in the amount of $55,500 between Crawford, Murphy & Tilly, Inc. and the City of Aurora for Construction Phase Engineering and Special Services  for the Clean and Seal Joints on Runway 15/33 Project at the Aurora Municipal Airport.  
 
PURPOSE:
To obtain City Council approval to enter into an agreement with Crawford, Murphy and Tilly, Inc.to provide Construction Engineering and Special Services for the Clean and Seal Joints on Runway 15/33 Project.
 
BACKGROUND:
This project is needed to repair and reseal construction joints and replace concrete panels on runway 15/33 and its taxiway.
 
DISCUSSION:
This project will be constructed under the Airport Improvement Program and will be funded 91% Federal Government / 9% Local share (see attachment Project Status Report).  
 
IMPACT STATEMENT:
This project should have no adverse impact to the City of Aurora and is anticipated to reduce the ongoing cost of maintaining the airport infrastructure.
 
RECOMMENDATIONS:
We respectfully request that you forward this agreement to the Finance Committee for their review and favorable recommendation.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, the City of Aurora owns, operates and maintains the Aurora Municipal Airport; and
 
WHEREAS, the City desires to clean, seal and repair construction joints and panels on Runway 15/33 and requires construction phase engineering and special services; and
 
WHEREAS, the cost for this project will be shared 91/9 Federal/Local; and
 
WHEREAS, the City Budget provides funding for this project in account 504-1810-433.73-25.
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Mayor and City Clerk are hereby authorized and directed to approve the not to exceed agreement in the amount of $55,500  between Crawford, Murphy & Tilly, Inc. and the City of Aurora for Construction Phase Engineering and Special Services for the Clean and Seal Joints on Runway 15/33 Project at the Aurora Municipal Airport
