Resolution to authorize a Professional Services Agreement for professional engineering consulting services for several maintenance and improvement projects for the Water Production Division

 

PURPOSE:

To obtain City Council approval to attain a professional engineering services agreement with Crawford, Murphy & Tilly, Inc., Aurora, IL (CMT) for professional engineering consulting services for several Water Production Division (WPD) maintenance and improvement projects.

 

BACKGROUND:

The City of Aurora’s Water Production Division is responsible for operating and maintaining the Water Treatment Plant, River Intake, and more than twenty additional remote well and booster station sites.  As these locations are aging, upkeep, maintenance, and improvements on these various sites must be performed to keep the city's capital investments in operating condition.  Some necessary work, due to the expected costs, must be publically bid requiring formal public bidding documents be created. 

 

 

DISCUSSION:

CMT has been performing professional engineering services for the WPD for approximately 25 years.  This agreement provides for basic general engineering and computer modeling services, as requested by the WPD, for several maintenance and improvement projects.  These services may include surveying, drafting, electrical, structural, mechanical, construction observation, and computer modeling services as needed for each proposed project.

 

CMT would be assisting in the initial analysis, design, creation of basic memorandum of design documents for the WPD's use, creation of public bidding documents if needed, and potentially construction inspection for the following WPD maintenance and improvement projects:

 

                     1.                     Update of existing city water distribution system hydraulic model

                     2.                     Well No. 18 valve repairs/replacements

                     3.                     Well No. 18 site improvements

                     4.                     Fox Valley East Booster Station backup generator improvements

                     5.                     Others on an as-needed basis

 

Funding for the proposed professional services work is provided in the 2016 City Budget account No. 510-4058-511-32-07 from the Water & Sewer Enterprise Fund.

 

 

IMPACT STATEMENT:

Suggested maintenance and improvement work will not be able to be completed.  The approved decision package to update the 10-year old water distribution system model would not be completed which could result in inaccurate water service and availability evaluations for potential new residential, commercial, and industrial development.

 

 

RECOMMENDATIONS:

That the Mayor and City Council approve the attached resolution authorizing the Purchasing Director to execute an agreement with Crawford, Murphy & Tilly, Inc., on a time-and-materials basis for an amount not-to-exceed $152,000.00 for professional engineering consulting services for several maintenance and improvement projects for the Water Production Division.  It is further recommended that this matter be forwarded to the Buildings, Grounds, and Infrastructure Committee for review and recommendation.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, there is a need for professional engineering consulting services for several maintenance and improvement projects for the Water Production Division; and

 

WHEREAS, Crawford, Murphy & Tilly, Inc., has adequately and successfully provided similar services in previous years; and

 

WHEREAS, a proposal has been received from Crawford, Murphy & Tilly, Inc., to provide the necessary professional engineering consulting services for the proposed projects; and

 

WHEREAS, budgetary authority is granted and funds are available in the 2016 City Budget account No. 510-4058-511-32-07;

 

 

 

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Purchasing Director is hereby authorized to execute a professional services agreement with Crawford, Murphy & Tilly, Inc., for professional engineering consulting services for several maintenance and improvement projects for the Water Production Division, on a time-and-material basis for an amount not to exceed $152,000.00.
