A Resolution to award the Illinois Ave. to Orchard Ave. Water Main Improvements project located in Ward 6 to Stokes Excavating Inc. in the bid amount of four hundred two thousand eight hundred sixty-one Dollars and zero Cents ($402,861.00).
PURPOSE:
To replace the existing water main that has a history of breaks and extend it to Orchard Avenue to provide a water main loop and improve water quality.
BACKGROUND:
The location of this water main to be replaced can be seen in the attached Exhibit A - Location Map. Closures of entrances to the business will be kept to a minimum during construction.
DISCUSSION:
Eight bids were received, opened, and read aloud on May 31, 2023. The bid tabulations can be seen in the attached Exhibit C. The lowest responsible bid in the amount of $402,861.00 was submitted by Stokes Excavating Inc. The water main improvements will be funded with account 510-4058-511-73-02 (IC076 & IC080) which has a 2023 budget amount of $11,950,000.00. A portion of this water main is located on the property of and is the responsibility the Fox Valley Park District at 101 W. Illinois Avenue. The Fox Valley Park District is committing to paying for 20% of the project ($80,572) to cover the portion of the water main which is their responsibility as detailed in a proposed Intergovernmental agreement. A Plat of Easement and the Intergovernmental Agreement with the Fox Valley Park District are to be approved concurrently as this construction contract. Also included as Exhibits B & D are the advertisement for bid and Stokes Excavating Inc.'s submitted bid.
This project was subject to the Local Preference Ordinance, however no local contractors submitted.
IMPACT STATEMENT:
There will be lane closures on each of these local roads and the adjacent Fox River Bike Path during the duration of the project. Water shutdowns during the project will be planned and residences will be notified to minimize impact. Impacts to traffic and residents will be kept to a minimum.
RECOMMENDATIONS:
I request the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the water main improvements will address water main east of 101 W. Illinois Avenue which has a recent history of breaks and the dead end water main on Orchard Avenue; and:
WHEREAS, Stokes Excavating Inc., submitted the lowest responsible bid out of 8 bids received, opened and read aloud on May 31, 2023; and
WHEREAS, the water main improvements ($402,861.00) have been funded in the 2023 budget within account 510-4058-511.73-02 ($11,950,000.00, IC076 & IC080) ; and
WHEREAS, the Fox Valley Park District is committing to paying for 20% of the project ($80,572) to cover the portion of the water main which is their responsibility as detailed in a proposed Intergovernmental agreement.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute a contract with Stokes Excavating Inc. in the bid amount of four hundred two thousand eight hundred sixty-one Dollars and zero Cents ($402,861.00).
