SUBJECT:

A Resolution approving an agreement with District 129 and the City of Aurora, through the Aurora Police Department, for the Handle With Care Program.

 

PURPOSE:

This memorandum of understanding between the Aurora Police Department and the District 129 provides a course of action for notifying the District when a student has exposure to trauma.

 

BACKGROUND:

This program helps District officials handle children that have been exposed to violence and trauma.  Police officers are often the first contact a child has after being exposed to violence and trauma.  Officers are able to relay to either the School Resource Officers or their supervisors which children have been effected.  In turn, they will notify the District so the appropriate personnel provides the appropriate social services to the student. 

 

DISCUSSION:

By participating in this program, the Aurora Police Department and District 129 will be able to effectively communicate and help students that have been affected by violence or trauma while outside the confines of school. Children exposed to violence and trauma are at times at a higher risk of poor school related outcomes. The hope is that this project will directly address and mitigate the negative impacts of exposure to trauma when it occurs, through support by the District while the child is at school.  In order to do that, the Aurora Police Department and District 129 need to effectively communicate with each other regarding the children that have been exposed to violence or trauma. 

 

IMPACT STATEMENT:

There is no negative impact.  The agreement requests that staff from the police department sends an email to a designated email address.

 

RECOMMENDATIONS:

I request proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, the Aurora Police Department will enter into an agreement with School District 129 to attempt to provide minimal information on students deemed to be exposed to potentially traumatizing events so that care/and or assisting counseling services may be provided. 

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that Chief Ziman is authorized to enter into and sign the agreement attached as Exhibit "A".
