A Resolution to Award a Contract to Wills Burke Kelsey Associates for On-Site Construction Engineering Services on the 2013 Sanitary Sewer Rehabilitation Project.
PURPOSE:
To award a contract for on-site construction services on the above referenced project.
BACKGROUND:
The City has been proactively investigating sewers in need of repair. Last fall the City awarded a construction project to H. Linden and Sons to rehabilitate sewers in several locations throughout the City.
DISCUSSION:
The rehabilitation of these sewers will reduce or eliminate the need for constant maintenance by City crews allowing more time for preventative maintenance. This work will also help to eliminate backups of sewer into residential properties, therefore reducing the costs to the City. WBK will be on-site full time to monitor the work and ensure compliance with the plans and specifications.
WBK will provide full time on-site observation on an hourly basis for a not to exceed amount of $37,142.00. The 2014 budget contains funding for this project in IB018 account no. 510-4063-511.73-14 (Water and Sewer Fund)
IMPACT STATEMENT:
This project will reduce the amount of reactive maintenance and allow more time for preventative maintenance by City crews and result in a reduction of costs to the City. WBK will be on-site to ensure that all work is performed in compliance with the plans and specifications.
RECOMMENDATIONS:
We respectfully request this item be forwarded to the BGI Committee for their review and recommendation for approval.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, it is necessary and desirable to provide on-site construction engineering services for the rehabilitation of existing sanitary sewer mains; and
WHEREAS, there is a need for a Construction Engineering Agreement with Wills Burke Kelsey to provide On-Site Engineering Services for the project on an hourly rate not to exceed $37,142.00, a copy of the agreement is attached hereto and incorporated herein as Exhibit "A"; and
WHEREAS, the 2014 City budget has funding for the project in IB018 account no. 510-4063-511.73-14 (Water and Sewer Fund); and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: The Mayor and City Clerk be and are hereby authorized to enter into an agreement with Wills Burke Kelsey Associates of 8 East Galena Boulevard, Suite 402, Aurora, Illinois 60506 for On-Site Construction Engineering Services on the 2013 Sanitary Sewer Rehabilitation Project as per the attached proposal contained in Exhibit "A".
