SUBJECT:

A Resolution authorizing the award of a contract to Lorig Construction Company in the amount of $328,620.00 for the 2026 Bridge Rehabilitation Program.

 

PURPOSE:

To award a Construction Contract for various bridge maintenance and repair items on 2 bridges within the City.

 

BACKGROUND:

The City inspects and maintains 36 bridges on the local street network. To ensure public safety, the City of Aurora's bridges are inspected according to the Federal Highway Administration (FHWA) National Bridge Inspection Standards (NBIS). The inspection data is used by the Illinois Department of Transportation (IDOT) to allocate funding for bridge projects.  The Engineering Division also reviews the reports to monitor bridge conditions, and plan for repairs and maintenance activities.

 

Based on the inspection reports and recommended work, the Engineering Division went out to bid for a project that included the scope of work on the following bridges.

DISCUSSION:

This project was advertised on September 2, 2026 on the City's Procurement website. Bids were opened and publicly read through the Procurement website on September 16, 2026. The posted bid documents (without the For Information Only components) are attached as Exhibit 'A'. The bid tabulation and evaluation for the two bids received is attached as Exhibit 'B'.  The lowest responsible bid was submitted by Lorig Construction Company of Des Plaines, IL in the amount of $328,620.00 which is 18.1% less than the Engineer's Cost Estimate of $401,150.00.

 

The local preference ordinance applies to this project, however, no local Aurora contractors bid.

 

Lorig Construction Company is an IDOT prequalified contractor.  The company completed bridge joint replacement work on the Chicago Skyway that is very similar to the joint replacement the City is proposing on the Farnsworth Avenue bridge.  We recommend awarding the 2026 Bridge Maintenance Contract to Lorig Construction Company.

 

A copy of Lorig Construction Company's submitted bid is attached as Exhibit 'C'.  A copy of the Verification of Good Standing is attached as Exhibit 'D'.

 

The 2026 City Budget provides funds for this project in Account 340-4060-431.73-80 (G016 - Bridge Rehabilitation).

 

IMPACT STATEMENT:

Construction will begin in October and should be completed by December. Traffic will be reduced to 1 lane in each direction on Farnsworth Ave during the expansion joint replacement. Traffic will be reduced to 1 lane with a flagger on Ohio St while the Contractor is working.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, it is necessary and desirable to make repairs and perform various maintenance projects throughout the City on its bridge system; and

 

WHEREAS, bids were received and publicly opened and read on September 16, 2026, with bid tabulation attached hereto and incorporated as Exhibit 'A'; and

 

WHEREAS, Lorig Construction Company, 250 East Touhy Avenue, Des Plaines, IL 60018 was the lowest responsible bidder in the amount of $328,620.00 (three hundred twenty eight thousand six hundred twenty dollars and zero cents); and

 

WHEREAS, the 2026 City Budget provides funds in account 340-4060-431.73-80 (G016 - Bridge Rehabilitation).

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the Director of Purchasing is hereby authorized to execute a contract with Lorig Construction Company for the unit prices shown within the bid as set forth in Exhibit 'C'.
