SUBJECT:

Ordinance Approving Obvious Changes to Aurora’s Comprehensive Plan for Specific Areas Located throughout the City of Aurora (City of Aurora - 17-00127 / KDWK-16.234-COMP - SB)  

 

PURPOSE:

This Comprehensive Plan Revision is part of a process to continually revise the 1984 Comprehensive Plan to better reflect existing conditions within Aurora, Illinois.  

 

BACKGROUND:

The Comprehensive Plan was adopted in order to establish a general development plan for the City of Aurora.  This framework was to accomplish four things: guide development, improve quality of life, reflect the desired goals of the community in the City’s actions and decisions, and form a more cohesive community based on these three goals.  Staff believes that the proposed changes to the Comprehensive Plan will allow these goals to be achieved over time. 

 

DISCUSSION:

Staff has reviewed the Comprehensive Plan and is proposing obvious changes be made to thirty-seven areas throughout Aurora as described in the attached 1984 Aurora Comprehensive Plan Update Report to better reflect existing physical conditions within the community.

 

As part of this report, Staff has also reviewed other relevant factors that allow for changes to the Comprehensive Plan to be made.  These factors include checking land parcels throughout Aurora for conflicts that might exist between the specific land use code, zoning code, and Comprehensive Plan designation.  This analysis has allowed for Staff to determine areas for obvious Comprehensive Plan changes, but to also gain a more thorough understanding of the location and nature of these conflicts.  Conflicts have also been identified where the boundaries of the Plan’s designation must be re-drawn to more accurately match a parcel line or centerline.  Finally, this review of Aurora’s existing land use characteristics and designations has allowed Staff to propose a thorough series of obvious Comprehensive Plan changes. 

 

POLICIES AND GUIDELINES :

The Staff’s Evaluation and Recommendation are based on the following Physical Development Policies:

12.0:                                           To plan and provide for the growth of the city through integration of land use

                                          patterns and functions that promote complimentary interactions between different

                                          land use components.

12.1 (3):                     To encourage residential development in close proximity to places of work,

                                          shopping, and recreation.

23.1 (3):                     To encourage quality design and practical innovations in both housing structures

                                          and site development.  

 

RECOMMENDATIONS:

The Planning Commission recommended APPROVAL of the Ordinance Approving Obvious Changes to Aurora’s Comprehensive Plan for Thirty-Eight Areas Located throughout the City of Aurora

An Ordinance Approving Obvious Changes to Aurora’s Comprehensive Plan for Specific Areas Located throughout the City of Aurora

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, on April 3, 1984, the Aurora City Council adopted the current Comprehensive Plan which established a general development plan for the City of Aurora and its environs, and is embodied in Ordinance No. O84-5279; and

 

WHEREAS, an Interim Land Use and Circulation Plan map amending the Comprehensive Plan from time to time was approved by the City Council by Ordinance Number O90-011 on February 6, 1990; and

 

WHEREAS, said Interim Plan was last changed as per Ordinance Number O2016-112 on December 20, 2016; and

 

WHEREAS, on May 18, 2017, the Planning Commission recommended approval of the proposed revisions for the property located  and that the proposed revisions be reflected on the Aurora’s Comprehensive Plan as presented at said meeting; and

 

WHEREAS, on May 25, 2017, the Planning and Development Committee of the Aurora City Council reviewed said Comprehensive Plan Revision and the before mentioned recommendations and recommended that the proposed revisions be incorporated into the official Comprehensive Plan for the City of Aurora; and

 

NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of Aurora, Illinois, that it does hereby approved the proposed revisions and authorize said revisions to be incorporated into the Aurora’s Comprehensive Plan as detailed and present on Exhibit "A" 1984 Aurora Comprehensive Plan Update Report attached hereto and incorporated herein.
