A Building, Zoning, and Economic Development Committee Resolution Approving a Revision to the Final Plan on Lot 11 for Unit 1 of the Fox Valley East, Region I Subdivision, Located at 4341 Fox Valley Center Drive, for a Business and Professional Office (2400) Use (Perfect Home Services - 19-0637 / NA21/4-18.170-Fpn/R - SB - Ward 10)  

 

PURPOSE:

The Petitioner Perfect Home Services is Requesting Approval of a Final Plan Revision for Lot 11 of Fox Valley East, Region 1, Unit 1, located at 4341 Fox Valley Center Road, for a Business and Professional, Office (2400) Use which includes enclosing the building’s drive through for work vehicle parking, and additional efforts to bring the site up to code, per the Aurora Zoning Ordinance’s current, applicable standards.  

 

BACKGROUND:

The Subject Property is zoned PDD, Planned Development District.  It is located in the Fox Valley East development district.  The subject property is directly south of the Fox Valley Mall, and maintains an existing, one-story commercial building with a drive through that has a gross building area of approximately 3,300 square feet.  Additional information on the legislative history of the property can be found in the attached Property Research Sheet.

The Petitioner, Perfect Home Services, is proposing that this building, which was previously a bank facility with drive-through windows, be renovated for an office use for their business.  The existing building’s interior will be remodeled, and the former drive-through will be fully enclosed for work vehicles and related activities, with an exterior that is consistent with the existing exterior.  The Petitioner has also provided a combined Final Plan and Landscape Plan, which details the considerable efforts undertaken to ensure that the subject property meets the minimum landscaping requirements, per the Aurora Zoning Ordinance
. 

 

DISCUSSION:

Staff has reviewed the Final Plan Revision petition and have sent comments back to the Petitioner on those submittals.  The Petitioner has made the requested revisions to these documents and they now meet the applicable codes and ordinances. 

 

POLICIES AND GUIDELINES:

The Staff’s Evaluation and Recommendation are based on the following Physical Development Policies:

 

14.1 (4):                     To encourage quality site design through the City of Aurora

14.1 (5):                     To provide for the visual enhancement of the City through attractive

                                          landscaping, quality signage, and diverse building design and

                                          arrangement

31.1 (4):                     To promote the vitality of existing commercial centers within the

                                          commercial hierarchy.  

 

RECOMMENDATIONS:

The Planning Commission recommended APPROVAL of the Building, Zoning, and Economic Development Committee Resolution Approving a Revision to the Final Plan on Lot 11 for Unit 1 of the Fox Valley East, Region I Subdivision, Located at 4341 Fox Valley Center Drive, for a Business and Professional Office (2400) Use.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

 

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

 

WHEREAS, by petition dated July 18, 2019, Perfect Home Services filed with the City of Aurora a petition Requesting Approval of a Final Plan Revision for Lot 11 of Fox Valley East, Region 1, Unit 1, located at 4341 Fox Valley Center Drive, for a Business and Professional, Office (2400) Use and related required documents as attached hereto as Exhibits "A-1" through Exhibit “A-2”; and

 

WHEREAS, after referral of said petition from the Aurora City Council, the Aurora Planning Commission, on August 7, 2019, reviewed the petition and recommended APPROVAL of said petition; and

 

WHEREAS, on August 14, 2019, the Building, Zoning and Economic Development Committee of the Aurora City Council reviewed said Final Plan Revision and the before mentioned recommendations and recommended APPROVAL of said petition; and

 

WHEREAS, the decision of the Building, Zoning and Economic Development  Committee with respect to a final plan is subject to appeal to the City Council in the manner set forth in the City of Aurora Zoning Ordinance; and

 

WHEREAS, no person authorized under City of Aurora Zoning Ordinance to appeal such decision having done so in the manner set forth in the Ordinance, the Decision of the Building, Zoning and Economic Development Committee constitutes final action on the proposed final plan; and 

 

NOW, THEREFORE, BE IT RESOLVED that the Building, Zoning, and Economic Development Committee of the City of Aurora, Illinois, finds as facts all of the preamble recitals of this Resolution and hereby grants APPROVAL of said Final Plan; and

 

BE IT FURTHER RESOLVED that the Building, Zoning and Economic Development  Committee of the City of Aurora hereby adopts the Final Plan and related required documents, as attached hereto as Exhibit "A-1" Final/Landscape Plan, Exhibit “A-2” Building and Signage Elevations, along with any easement dedications or vacations deemed necessary by the Aurora City Engineer.
