SUBJECT:
A resolution to award a Contract to Glenbrook Excavating & Concrete, Inc. of 1350 N. Old Rand Road, Wauconda, IL 60084 for the Lincoln Avenue Emergency Sanitary Sewer Repair Project.
 
PURPOSE:
To award the above referenced project, which consists of emergency repairs to damaged sanitary sewers from Claim Street to Superior Street.
 
BACKGROUND:
These repairs will repair failed or failing sanitary sewers from Claim Street to Superior Street.  These sewers are currently experiencing surcharged conditions due to collapse, reduced conveyance, and groundwater infiltration which increases the likelihood of basement backups to local residents.
 
DISCUSSION:
On October, 15 2014 two (2) bids were received and publicly read aloud.  The lowest responsible bid in favor of the City of Aurora was submitted by Glenbrook Excavating & Concrete, Inc. in the amount of one million, one hundred eighty five thousand, six hundred dollars and zero cents ($1,185,600.00).  The Water and Sewer fund has a portion of the budgeted funds for this work within project IB018 account 510-4063-511-73-14.  A portion of the work will be conducted in 2015 and placed in the Water and Sewer fund budget.  The remainder will be funded through a budget transfer that is currently underway.  Item 28 Temporary Pavement (HMA) 3" will not be used in the contract, as the asphalt plants will be closed before the project repairs are completed.  Therefore, the Glenbrook bid, after checking for reasonableness and accuracy, is the lowest responsible bid and in the best interests of the City of Aurora.  This reduces the contract amount by seventy thousand dollars and zero cents ($70,000.00).  The sewer conditions are at a critical stage to be repaired and the City should authorize this work before the sewer collapses completely causing blockages on a relatively large 24-inch sewer.
 
 
IMPACT STATEMENT:
The repairs to the sanitary sewers will continue sanitary service to residents and reduce inflows from pipe leaks into the sanitary sewer system.  These pipe leaks and sanitary sewer repairs will help reduce the likelihood of basement back-ups.  The pipes are in bad condition with some sections of pipe beginning to collapse.  The project start date of November 1, 2014 is critical to completing the underground repairs before the winter months.  Should Glenbrook not be ready to start work on November 1, the next lowest bidder would be contacted to begin work.
 
RECOMMENDATIONS:
We respectfully request this resolution be forwarded to the BGI Committee for their review and approval.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, two (2) bids were received, publicly opened, and read aloud on October 15, 2014 for the Lincoln Avenue Emergency Sanitary Sewer Repair Project; and
 
WHEREAS, Glenbrook Excavating & Concrete, Inc. was the lowest responsible bidder having a bid in the amount of one million, one hundred eighty five thousand, six hundred dollars, and zero cents ($1,185,600.00).  However, removing Item 28 Temporary Pavement (HMA) 3" from the contract results in a seventy thousand dollar and zero cent ($70,000.00) reduction to a new amount of one million, one hundred fifteen thousand, six hundred dollars, and zero cents ($1,115,600.00) with the adjusted bid tabulation attached hereto and incorporated herein as Exhibit "A"; and
 
WHEREAS, funding has been provided in the Water and Sewer Fund within project IB018 account 510-4063-511-73-14, with final paving provided in the 2015 budget.  A budget transfer has been initiated for the remainder of the funding.
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: the Director of Purchasing be and is hereby authorized to enter into a contract with Glenbrook Excavation & Concrete, Inc. of 1350 North Old Rand Road, Wauconda, IL 60084 for the Lincoln Avenue Emergency Sanitary Sewer Repairs Project in the amount of one million, one hundred fifteen thousand, six hundred dollars, and zero cents ($1,115,600.00).
