A Resolution awarding Thorne Electric Inc. the low bid for the East New York Street and Galena Boulevard Two Way Conversion.
PURPOSE:
To Award the low bid to Thorne Electric Inc. the low bid for the East New York Street and Galena Boulevard Two Way Conversion
BACKGROUND:
The project awarded is for the second phase of the one conversion projects. The project being awarded will convert New York Street from Broadway to Smith Street from one way operation to two way and will include a new signal at New York Street and Smith Street. In addition Galena Boulevard from Broadway to Ohio Street will be converted to two way operations. The project itself went thru two public open houses to receive comments from the public.
DISCUSSION:
The project is scheduled to begin this year be completed early 2015.
Two bids were received, of which, Thorne Electric was the low bidder at $1,012,099.86. The bid tabs is attached.

IMPACT STATEMENT:
It should be noted that parking will be eliminated on New York Street throughout the limits of the conversion. However, very few parking spots will be lost on Galena Blvd.
The improvements will have a nominal impact on the City's operation budget.
RECOMMENDATIONS:
Staff recommends award of the low bid to Thorne Electric Inc for the East New York Street and Galena Boulevard Two Way Conversion.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, There is the desire to convert both East New York Street and Galena Boulevard from one way operation to two way operation;
WHEREAS, the 2014 and proposed 2015 City Budget on provide funding by way of the following accounts:
GC071/GC074 Two Way Conversions 340-4020-418-76.39
2014 Budget $475,000.00
2015 Budget $540,000.00
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: Thorne Electric Inc. be awarded the low bid for the East New York Street and Galena Boulevard Two Way Conversion in the amount of $1,012,099.86.
