Resolution to authorize a Professional Services Agreement for the design and construction observation of the Phillips Park Water Tower Water Main Connection for the Water Production Division.
 
PURPOSE:
To obtain City Council approval to attain a professional engineering services agreement with Crawford, Murphy & Tilly, Inc., Aurora, IL (CMT) for the design and construction observation of the Phillips Park Water Tower Water Main Connection for the Water Production Division.
 
BACKGROUND:
The 1.5 million gallon (MG) Phillips Park Elevated Tank was constructed in 2004.  At that time,
development to the south and east had not yet occurred.  In 2006, development began to the east of the tank site.  Within that development, a 12" water main was constructed along the north and west edges which connects to a 12" water main along Farnsworth Road.  With this adjacent water main, the Phillips Park Water Tower can now be fairly easily connected to the water distribution system to the east as originally intended in 2004.
 
DISCUSSION:
Updated hydraulic modeling performed in 2010 by CMT identified the need to connect the existing water tower to the water main distribution system to the east of the tank site to improve water flow to the southeast portion of the City.  In the adjacent development, a 12" water main was constructed which is located approximately 300 feet east of the tank.  This will allow for a relatively easy connection to be completed.
 
However, there are no public right-of-ways or City easements which directly connect the tank site to the existing water main in the development to the east.  Thus, a small easement will be required thru a short area designated as open space in the development.  The approximate location for the proposed water main is shown in the exhibit attached to CMT's proposal.
 
Funding for the professional services and actual construction of this project has been requested in the 2015 Budget as CIP #IC077.  In order to allow the project design to be completed in time for the 2015 construction season, the design process needs to begin in earnest.  Thus, while this request is for the full amount for design and construction observation services, funding for ONLY the design services (approximately $20,200.00) is currently available in the 2014 City Budget account No. 510-4058-511-32-07.  The remaining funding for CMT for construction observation services will be provided in the 2015 City Budget as part of CIP #IC077 and will not be needed until actual construction begins in late summer of 2015.

RECOMMENDATIONS:
That the Mayor and City Council approve the attached resolution authorizing the Purchasing Director to execute an agreement with Crawford, Murphy & Tilly, Inc., Aurora, IL (CMT) for the design and construction observation of the Phillips Park Water Tower Water Main Connection on a time-and-material basis, for a not-to-exceed amount, of $41,000.00 for the Water Production Division.  It is further recommended that this matter be forwarded to the Buildings, Grounds, and Infrastructure Committee for review and recommendation.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
 
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
 
WHEREAS, the Phillips Park Water Tower was constructed in 2004, but was not connected to the water main distribution system located to the east of the tank site; and
 
WHEREAS, development has occurred east of the site which now provides for the opportunity to much more easily connect the water tower to the water main distribution system to the east; and
 
WHEREAS, a proposal has been received from Crawford, Murphy & Tilly, Inc. to provide the necessary design and construction observation professional engineering  services to satisfactorily complete the project; and
 
Whereas, budgetary authority is granted and funds are available in the 2014 City Budget account No. 510-4058-511-32-07 for design services ($20,200.00) with additional funding for construction observation services to be provided in the 2015 City Budget from CIP #IC077;
 
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: The Purchasing Director is hereby authorized to execute a professional services agreement with Crawford, Murphy & Tilly, Inc. for professional design and construction observation services for an amount not-to-exceed $ 41,000.00 for the Phillips Park Water Tower Water Main Connection project.
