A resolution to allow the Director of Procurement to execute a contract with Brandt Excavating, Inc. of 385 East Hoover Street, Morris, IL 60450 in the amount of $93,248.76 for the North Gregory Street Water Main Replacement Project in Ward 10. See Exhibit A for a location map.
PURPOSE:
To execute a contract with Brandt Excavating, Inc. for replacement of approximately 350 feet of water main.
BACKGROUND:
This section of water main was selected for replacement due to several recent breaks and the difficulty of repairing the water main in this location. The North Gregory Street Water Main Replacement project was advertised publicly. Exhibit B is a copy of the project advertisement. The bids were received, opened, and read aloud on June 14, 2017. The eight qualifying bids are tabulated in Exhibit C. Exhibit D is a copy of the low bid from Brandt Excavating, Inc.
DISCUSSION:
Project IC071 account 510-4063-511.73-02 has sufficient funds for this project.
IMPACT STATEMENT:
Temporary water shutdowns can be expected during construction. Residents will be notified in advance and shutdowns are generally limited to just a few hours during the daytime. During construction, the sidewalk near the apartments at 181-189 North Gregory Street will be closed and traffic in the nearby parking lot will be disrupted.
RECOMMENDATIONS:
Staff recommends the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, replacing the existing water main east of the apartments at 181-189 North Gregory Street will address a recurring maintenance issue; and
WHEREAS, the proposed improvements have been publicly advertised and bid in conformance with City procedures; and
WHEREAS, Brandt Excavating, Inc. of 385 East Hoover Street, Morris, IL 60450 provided the lowest responsible bid out of eight (8) bidders; and
WHEREAS, Project IC071 account 510-4063-511.73-02 has sufficient funds for this project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Aurora, Illinois, as follows: that the award of a contract to Brandt Excavating, Inc. in the amount of $93,248.76 for the North Gregory Street Water Main Replacement Project is hereby approved, and the Director of Procurement is hereby authorized to enter into such a contract on behalf of the City.
